Mitigation Monitoring and Reporting Program <br />Introduction <br />The California Public Resources Code, Section 21081.6(a)(1), requires that a lead or responsible <br />agency adopta mitigation monitoring plan when approving or carrying out a project when an <br />IS/MND identifies measures to reduce potential adverse environmental impacts. As lead agency for <br />the proposed project, the City is responsible for adoption and implementation of the mitigation <br />monitoring plan. <br />An IS/MND for the project has been prepared to address the potential environmental impacts and, <br />where appropriate, recommend measures to mitigate these impacts. As such, a mitigation <br />monitoring plan is required to ensure that the adopted mitigation measures are successfully <br />implemented. This plan lists each mitigation measure, describes the methods for implementation <br />and verification, and identifies the responsible party or parties. <br />Project Overview <br />The project proponent proposes to construct a new two-level meditation center on a 1.46-acre <br />project site at the Bat Nha Buddhist Temple in the City of Santa Ana. The project is located on two <br />adjacent parcels between West McFadden Avenue and Willits Street in the central portion of the City <br />of Santa Ana. The Project requires a Conditional Use Permit (CUP) to allow a religious facility on a <br />parcel with a Single-Family Residential (R-1) zoning designation, variances to allow a reduction in <br />parking and to exceed to allowable building height, a voluntary lot merger to consolidate the two <br />parcels of land, and approval of the site plan. As part of the City's discretionary review process, the <br />proposed project is required to undergo an environmental review in accordance with the CEQA. <br />The project meditation center would be developed as a podium structure over the 115 onsite <br />parking spaces, which would be on the eastern portion of the site behind the building and at grade <br />below the building structure. The two-story building would be 35 feet high and its towers would be <br />up to 48 feet high. <br />The appearance of the building would be visually integrated into the surroundings by using roofs of <br />varying height on the project structures and by providing covered walkways to link different areas <br />onsite. The building layout and design is intended to create an environment that is conducive to <br />Buddhist teachings and meditation. The architectural style, design, and decoration of the project is <br />traditional Vietnamese, incorporating posts, lintels, open courtyards, "sky wells;" verandas, and <br />hallways to connect different areas of the meditation center. The slanted terra cotta clay tile roofs <br />have slightly curved eaves that extend beyond the building walls, and are proposed to be the same <br />shape of the multi-storied roof structures that top the towers and shade structures onsite. <br />Vietnamese landscaping areas and gardens are provided throughout the project site. <br />The meditation centerwould be open from 10:00 a.m. to 3:00 p.m. weekdays, and would hold <br />regular dharma services, meditation sessions, retreats, and Buddhism classes in both English and <br />The Bat Nha Meditation Center <br />Mitigation Monitoring and Reporting Program <br />August 2013 <br />ICF 00215.12 <br />31 C-170
