The Temple currently has an average of 15 daily visitors; after completion of the project <br />the Temple anticipates an average of 25 visitors per day on weekdays. <br />Weekend services are held every Saturday and Sunday from 9:00 a.m. to 6:00 p.m. The weekend <br />visitors are expected to increase from an average of 40 existing participants to approximately 60 <br />visitors per weekend day once the new center is complete. Weekend classes for children and <br />teenagers are approximately one hour in duration, and include age-appropriate religious <br />instruction, as well as recreational activities. Sunday meditation services for adults are offered from <br />10:00 a.m. to 11:30 a.m., and again from 4:00 p.m. to 5:30 p.m. These services consist of chanting <br />and singing, as well as quiet meditation. <br />The meditation center has three big events per year, which includes Vietnamese Lunar New Year <br />(late January or early February), Buddha's Birthday (early May), and Mother's Day (mid-May). The <br />existing center attracts approximately 100 visitors for each of these special events. The proposed <br />meditation center will increase the capacity to 200 visitors per event following completion of the <br />project. <br />Construction of the project is anticipated to take approximately 19 months to complete, As shown, <br />the estimated maximum number of construction workers onsite at any one time would be 50, which <br />would occur during building construction activities. Construction of the project would require <br />excavation of 3,021 cubic yards of soil material from the project site. Utilizing typical 20 cubic yard <br />hauling vehicles, this activity will result in 151 truck trips to transport soils for disposal. Large <br />construction equipment including a backhoe, excavator, and a bulldozer will be used during the <br />removal of the existing buildings and improvements onsite, excavation of soils onsite, grading, site <br />trenching, and foundation activities. <br />The project site would be fenced during construction with access limited to construction personnel <br />and other authorized personnel. Nighttime lighting onsite during construction would be limited, <br />providing only lighting necessary for safety and security, Consistent with the City's Noise Ordinance, <br />construction activity would be limited to between 7:00 a.m. and 8:00 p.m. on weekdays and <br />Saturday. No construction is proposed on Sundays or federal holidays. <br />Monitoring and Reporting Procedures <br />The mitigation monitoring plan for the proposed project will be in place through all phases of the <br />project, including design, construction, and operation. The City will be responsible for administering <br />the mitigation monitoring plan and ensuring that all parties comply with its provisions. The City <br />may delegate monitoring activities to staff, consultants, or contractors. The City will also ensure that <br />monitoring is documented through periodic reports and that deficiencies are promptly corrected. <br />The designated environmental monitor will track and document compliance with mitigation <br />measures, note any problems that may result, and take appropriate action to rectify problems. <br />The Bat Nha Meditation Center August 2013 <br />Mitigation Monitoring and Reporting Program z ICF 00215.12 <br />31 C-171
