Beverburg that the ALUC is engaged in figuring out its legal <br />options regarding a decision. <br />Executive Officer Golding and Staff Analyst Brady explained that, in this case, the FAA did not <br />circulate the 7460 Notice to professionally- interested parties such as JWA, since "the proposal is in an <br />area of structures of similar height." Mr. Brady described the areas in Costa Mesa, Irvine, and Newport <br />Beach where similar buildings exist and the distances to them from the project site. <br />Commissioner Webb asked to hear from the applicant or the City's staff as to why this project is <br />desirable for future residents. <br />Mr. Franco Mola, project developer, described his lengthy experience locally and the changes that the <br />County and City are undergoing, He reviewed the project's history, beginning as a large high -rise <br />commercial development of nearly forts million square feet around 1957. lie noted the numerous high - <br />rise buildings that are closer to the freeway, including Hutton Center, and recited the extensive CEQA <br />work required by the City for his project. He assured the members that adequate physical sound <br />attenuation will be pro vided even though the project is not in the TWA noise footprint. He t sported that <br />the site was entitled for a large office building of a similar height around 1985, He noted the project <br />architect's presence to address questions, and asked the members to consider the overall development of <br />the area, stressing that he is not proposing to add a potential catastrophe, and offered to answer any <br />questions. <br />Commissioner Campbell questioned Mr. Mola about reported construction problems with certain of his <br />residential and commercial projects in Seal Beach and Huntington Beach. She related critical testimony <br />on physical problems with buildings and described the emotional and financial impacts on those <br />residents.
