DIRECT CITY ATTORNEY TO PREPARE NECESSARY DOCUMENTS <br />TO PROPOSE A CHARTER AMENDMENT ESTABLISHING A PRIMARY <br />ELECTION FOR MAYOR SEAT TO BE CONSIDERED BY VOTERS AT <br />THE 2014 GENERAL MUNICIPAL ELECTION - (Mayor Pro Tem Tinajero <br />and Councilmember Sarmiento) <br />Council discussion ensued.
