City of Santa Ana, PWA <br />RFP — Closed Circuit Television (CCTV) Inspection of Sanitary Sewer Mains <br />feet specified in a single request for CCTV inspection does not exceed 1600. In such cases <br />the contractor may invoke the hourly rate and charge a four -hour minimum. Hourly rate <br />requests for footage exceeding 1600, or for work requiring more than four hours to complete, <br />will be evaluated by the City on a case -by -case basis. <br />4. Requests for hourly rate compensation based on unexpected conditions must be <br />accompanied by video or other evidence showing the nature of the delay or difficulty. Hourly <br />rate compensation will not be granted for routine blockages and obstructions that often <br />interrupt the progress of work during a typical day of inspecting sewer mains. These <br />occurrences are to be included in the unit price for video. <br />5. Hourly rates and unit rates for CCTV inspection may not be applied on the same calendar <br />day. <br />6. Cleaning will be billed on a per unit basis whether or not video services are compensated <br />with hourly rates. However, the City reserves the right to compensate the contractor at an <br />hourly rate for cleaning by using the unit rate for cleaning and multiplying it by 800. Any <br />contractor requests for hourly -rate compensation must be accompanied by either direct <br />supervision of the cleaning operation by the City or by video showing the nature of the <br />extenuating circumstances that necessitated it. Under no circumstances will the <br />contractor be allowed to invoke an hourly rate for cleaning without prior written <br />approval by the City. Hourly rates and unit rates for cleaning may not be applied on the <br />same calendar day. <br />7. Hourly rates may only be applied during work performed, including actual CCTV inspection <br />or cleaning of mains and manholes, setting up equipment or traffic control and travel time <br />between video locations within the City. It may not be applied to travel time to the first job <br />location or away from the last job location or for activities unrelated to the CCTV inspection <br />or cleaning of City sewer mains or manholes. <br />8. The City reserves the right to invoke hourly compensation in lieu of unit rate compensation <br />whenever it deems necessary. Such requests will be made prior to the commencement of <br />work. <br />Upon receiving this Request for Proposal (RFP), proposer shall notify the City in writing <br />by email (Attention: Cesar E. Barrera at cbarrera a()santa- ana.orq) regarding its intent to <br />respond to the RFP no later than May 3, 2013. <br />During the proposal period, all questions and requests for additional information must be in <br />writing and emailed (Attention: Cesar E. Barrera at cbarrera(c�santa- ana.orq). No verbal <br />responses will be given. <br />VII. COORDINATION <br />Coordination by the awarded proposer with the City, other contractors, and agencies will be <br />required to achieve satisfactory and timely delivery of the required services. Coordination may <br />include, but not be limited to, coordination with neighborhood and civic groups, private property <br />owners local and /or state agency boards, and Council meetings. <br />The City will decide the manner in which the coordination efforts with be conducted.
