Working with <br />public agencies, developers, and non - profit organizations, his work has included appraisal, <br />acquisition, relocation, and management for publicly funded projects. Beginning his career with the <br />California Department of Transportation as a practitioner in the appraisal, acquisition, and relocation <br />fields, along with continued casework and overall program management, he has a broad <br />understanding of the process and issues involving the public acquisition process. <br />Mr. La Bonte's experience includes simple full take acquisitions of single family homes to complicated <br />part take acquisitions of commercial properties involving severance damages; relocations have <br />involved simple tenant displacements to a complicated industrial move with costs exceeding 4 <br />million dollars. This work has been completed for various clients who include Cities, Counties, <br />Redevelopment /Economic Development Agencies, Housing Authorities, Transportation Agencies, <br />School Districts, Developers, and Non - Profit Organizations. <br />Mark has a thorough understanding of federal and state laws which govern the acquisition process, <br />working with the various regulations which must be followed depending on the funding agency, i.e., <br />FHWA, HUD, FAA, and FTA. He speaks regularly at public meetings for projects, as well as industry <br />conferences on issues relating to the public acquisition process. Mr. La Bonte is responsible for the <br />oversight of projects, assuring quality control procedures are followed along with training and <br />mentoring of staff. He also prepares and reviews proposals and acts as Project Manager preparing <br />relocation plans, needs analysis, cost studies, and casework for the more complicated business <br />relocations. <br />Project Examples <br />Riverside County Transportation Commission (RCTC), SR -91 GAP Closure Project. Acted as <br />Project Manager for the project which involved the widening of approximately 7 miles of the <br />SR -91 freeway from the SR -60/1 -215 Connector and Adams Avenue to construct carpool lanes <br />and auxiliary lanes in each direction, aiding in the continuity with the existing HOV west of <br />Adams. Responsible for managing delivery of right of way including acquisition, relocation, <br />appraisal and environmental coordination, utility potholing (including permitting for railroad <br />parcels), property management, Caltrans R/W Certification, and related services. Managed <br />OPC staff that were responsible for acquiring 73 partial and 8 full -take acquisitions and the <br />relocation of 11 business occupants, 1 residential occupant, and 164 Self- Storage and RV units. <br />25F 'f92 <br />
