2014 -2021 SANTA ANA HOUSING ELEMENT AND PUBLIC SAFETY ELEMENT UPDATES <br />CITY OF SANTA ANA <br />3. Environmental Analysis <br />f) Be served by a landfill with sufficient permitted capacity to accommodate the project's solid <br />waste disposal needs? <br />Less than Significant Impact. The City of Santa Ana is under contract with Waste Management of Orange <br />County for solid waste hauling and disposal. The predominant receiving landfill is the Frank R. Bowerman <br />Sanitary Landfill at 11002 Bee Canyon Access Road in Irvine (OCRW 2013). The landfill, which is owned and <br />operated by CalRecycle, opened in 1990 and is scheduled to operate until approximately 2053 (CalRecycle <br />2013). <br />Regarding any future development, consultation with CalRecycle would be required to estimate the level and <br />type of demand, to determine the type and significance of impacts to existing and planned levels of service, <br />and to develop measures to avoid or reduce potentially significant impacts to less than significant, if possible. <br />The Housing Element itself would not involve any development projects and would not directly result in the <br />increase in solid waste generation. Project- specific development to meet the goals identified in the Housing <br />Element, however, would be subject to CEQA review, including an assessment of solid waste impacts. <br />Therefore, impacts regarding solid waste due to the adoption of the Housing Element are less than <br />significant and no mitigation measures are necessary. <br />g) Comply with federal, state, and local statutes and regulations related to solid waste? <br />Less than Significant Impact. Any future development would comply with federal and state laws regulating <br />solid waste disposal, including Assembly Bill 939 involving solid waste diversion rates. No adverse impact <br />would occur, and no further analysis of this issue is required. <br />3.18 MANDATORY FINDINGS OF SIGNIFICANCE <br />a) Does the project have the potential to degrade the quality of the environment, substantially <br />reduce the habitat of a fish or wildlife species, cause a fish or wildlife population to drop below <br />self - sustaining levels, threaten to eliminate a plant or animal community, reduce the member or <br />restrict the range of a rare or endangered plant or animal or eliminate important examples of the <br />major periods of California history or prehistory? <br />No Impact. The proposed project is located in the City of Santa Ana, which has an urban character and is <br />99 percent built out. No significant biological or historical impacts are anticipated to result from <br />implementation of the proposed project. No mitigation measures are necessary. <br />b) Does the project have impacts that are individually limited, but cumulatively considerable? <br />( "Cumulatively considerable" means that the incremental effects of a project are considerable <br />when viewed in connection with the effects of past projects, the effects of other current projects, <br />and the effects of probable future projects.) <br />Less than Significant Impact. The proposed project involves the implementation of the Housing Element <br />for the City of Santa Ana. The Housing Element is a policy document designed to assist the City in future <br />planning.
