Where needed, appropriate mitigation measures would be required to reduce <br />potential impacts to a level that is less than significant. No mitigation measures are necessary. <br />c) Does the project have environmental effects, which will cause substantial adverse effects on <br />human beings, either directly or indirectly? <br />Less than Significant Impact. The proposed project consists of an updated determination of housing <br />needs within the City, and revisions to policies and procedures the City uses in addressing those needs. The <br />Housing Element is a policy document designed to assist the City in future planning. Through the City's <br />environmental review process, future development projects would be evaluated for potential cumulative <br />impacts. Where needed, appropriate mitigation measures would be required to reduce potential impacts to a <br />level that is less than significant.
