HOUSING NEEDS <br />PEOPLE WHO ARE HOMELESS <br />As the primary health and welfare service center in Orange County, Santa Ana <br />has a significant number of individuals and families who are homeless. The <br />County of Orange conducts an annual homeless needs assessment and biennial <br />point in time count. The 2011 Point in Time Survey estimated 6,939 people were <br />homeless in Orange County. This count does not include persons at risk of <br />becoming homeless, such as people living in transient motels, or those living in <br />homes at risk of foreclosure, or other precarious arrangements. In 2013, the Point <br />in Time (PIT) Survey estimated 4,251 people were homeless in Orange County. <br />Based on the PIT Survey, roughly 20 percent of the people counted reported <br />Santa Ana as their last place of residence before becoming homeless. Therefore, <br />the City estimates that approximately 850 people were homeless in Santa Ana as <br />of 2013. <br />Numerous factors contribute to homelessness, such as unemployment, mental <br />illness, family problems, and substance abuse.
