The City supported establishment <br />of the Mercy House Service <br />Center in 1999, a walk -in <br />outreach program. In 2001, <br />Mercy House opened Emmanuel <br />House, a 21- bedroom facility that <br />houses adult men and women <br />living with HIV /AIDS and in <br />2005, opened its San Miguel <br />Residence. <br />HOUSING NEEDS <br />Housing and Services <br />Santa Ana's comprehensive continuum of care approach is predicated on the <br />understanding that homelessness is caused by underlying physical, economic, and <br />social needs. People who are homeless require a range of services to reenter the <br />mainstream. Beyond bringing persons into the system through outreach, the <br />Continuum of Care Program is based on the provision of: <br />■ Prevention. Santa Ana and nonprofit agencies provide monetary assistance and <br />counseling/support services to households at risk of becoming homeless. <br />■ Emergency Shelter. Short-term facilities, detoxification programs, and vouchers. <br />This includes transitional shelter and case management services to prepare <br />residents to obtain and maintain housing and live self - sufficiently. The City has <br />also amended its Zoning Code in compliance with SB2 to allow emergency <br />shelters in industrial zones. <br />■ Residential Rehabilitation /Substance Abuse. A residence that provides housing <br />for up to six months and provides specialized treatment and active rehabilitation <br />for alcoholism and other drug- related issues on -site. <br />■ Transitional Housing. A residence that provides a stay of up to two years, during <br />which residents are provided case management services that prepare them to <br />obtain and maintain housing and live self - sufficiently. <br />■ Permanent Supportive Housing.
