PROGRAM EVALUATION <br />GOAL 3. HOUSING ASSISTANCE <br />Santa Ana's housing vision affirms a socially and economically diverse city of <br />renters and homeowners. Given the income levels and diverse needs of residents, <br />achieving the City's vision underscores the need for an aggressive assistance <br />program. The following are key accomplishments. <br />Affordable Housing Acquisition, Rehabilitation, Preservation <br />The City has 2,500 assisted developments, providing affordable housing to seniors <br />and families, ofwhich one -third are at risk of conversion. The Santa Ana Housing <br />Authority was successful in preserving or expanding its affordable housing <br />portfolio. The following projects were acquired, rehabilitated, or preserved for an <br />additional 55 years. <br />• Wycliffe Towers. Preserved the 200 -unit Wycliffe Towers as affordable to <br />lower income seniors, with financing of more than $30 million in tax - exempt <br />bonds and low income housing tax credits. <br />• Ross Durant. Acquired, rehabilitated, and deed restricted the 28 -unit Ross <br />Durant Apartments as affordable to lower income families, with $13 million in <br />HOME, Tax Increment, tax exempt bonds, and tax credits. <br />• Townsend Raitt. Acquired, rehabilitated, and deed restricted this 51 -unit project <br />as affordable to lower income families, with financing from $8 million in <br />HOME, Tax Increment funds, and developer contribution. <br />• Wilshire /Minnie. Acquired, rehabilitated, and deed restricted the 58 -unit project <br />as affordable to lower income families, with $19.1 million in financing from <br />HOME funds, tax exempt bonds, and tax credits. <br />• North Lacy. Acquired, rehabilitated, and preserved the 26 -unit North Lacy <br />project as affordable to lower income families, with $5.2 million in HOME <br />funds, Tax Increment, tax exempt bonds, and tax credits. <br />Rental Assistance <br />The Santa Ana Housing Authority (SAHA) implements a significant number of <br />vouchers. This includes 2,682 housing vouchers. The Housing Authority continues to <br />manage specialized rental assistance programs within its overall allocation of <br />vouchers. This includes: <br />■ 50 clients enrolled in the HOPWA program <br />■ 150 clients enrolled in the Family Self- Sufficiency program <br />■ 200 clients enrolled in the Non - Elderly Disabled (NED) program <br />CITY OF SANTA ANA GENERAL PLAN HOUSING ELEMENT <br />Wycliffe Towers is an affordable <br />senior project that was at risk of <br />conversion during the 2006 -2014 <br />planning period.
