2013 -2014 Energy Efficiency Programs <br />Local Government Partnership Program <br />Program Implementation Plan <br />updates, but regional groups are better positioned to perform broader functions such as <br />developing regional plans. In cases where the individual Partner does not function as a leader for <br />some or all of the Strategic Plan initiatives (codes, climate plans, financing, and peer support), <br />the Partner can often still play a supporting role. <br />Partners exhibit varying readiness to engage in Strategic Plan activity. Some partners have very <br />limited staff and budgets and may be engaging in energy efficiency and sustainability issues for <br />the first time. Other partners have been working on these issues for several years and are among <br />the leading municipalities in the country in their sustainability efforts. Therefore, the approach <br />to achieve Strategic Plan initiatives will need to be tailored to suit the individual needs and <br />capabilities of each Partner. <br />Local Government Partnerships will also implement, to varying degrees, aspects of the Strategic <br />Plan Support element. The degree will depend on how far along the energy efficiency learning <br />curve the partnership is. The Strategic Plan activities focus on long term change that will result <br />in permanent, sustainable energy savings, and that draw on the unique capabilities of local <br />governments, otherwise cannot be performed by other entities. This work should occur across <br />departments so that energy efficiency practices become business as usual in planning, building, <br />finance departments, public policy development and other functions of the local government <br />agency. <br />The following section catalogs approaches and techniques that LGPs may choose to utilize to <br />make constructive use of local government policies and services to promote community <br />sustainability. <br />Bl - Code Compliance <br />The Code Compliance sub - element will be implemented primarily through the Codes and <br />Standards program, as described in the Codes and Standards PIP. Some individual LGPs will <br />take action related to code compliance by engaging in a range of activities that will be <br />coordinated with the Codes and Standards program. LGP Code Compliance activities may <br />include training local government staff that is charged with code compliance in coordination <br />with SoCalGas Codes and Standards program or through training and education classes. LGP <br />activity may also include developing and implementing certification programs for local <br />inspectors and contractors. LGPs may assist with marketing in coordination with SoCalGas and <br />statewide marketing activities, including advertising training opportunities to relevant trades, <br />raising awareness of current codes among business and residential customers and encouraging <br />compliance. Local Governments often have access to constituents through existing relationships <br />and can use those routes to enhance or complement other energy efficiency marketing activities. <br />Please refer to the Codes and Standards PIP for further information. <br />B2 - Reach Code Support <br />The Reach Code Support sub- element will be implemented primarily through the Codes and <br />Standards program. Some individual Partnerships may choose to include Reach Code activities <br />to promote local codes that exceed Title 24 requirements. Again, all reach code support activity <br />will be coordinated with the Codes and Standards program. Partnerships that include Reach <br />Code activities could perform activities that range from training local government staff regarding <br />adoption and implementation of model reach codes to establishing expedited permitting and <br />
