2013 -2014 Energy Efficiency Programs <br />Local Government Partnership Program <br />Program Implementation Plan <br />entitlement approval processes, fee structures and other incentives for green buildings and other <br />above -code developments. Examples could include green building standards for new <br />construction and retrofits /retro - commissioning or carbon offset reduction programs that exceed <br />Title 24. SoCalGas will provide training through its Education and Training program. LGPs <br />may attend training and /or market the training to relevant trades, in coordination with utility and <br />statewide marketing activities. <br />Please refer to the Codes and Standards PIP for further information. <br />133- Guiding Document Support <br />This program element will help government's complete GHG emissions inventories and climate <br />action plans in accordance with the process developed by ICLEI and help develop guiding <br />documents that effectively and methodically reduce community energy consumption and GHG <br />emissions. Those partnerships that include this program element could perform activities that <br />range from quantifying a municipality's baseline energy use, to developing a climate action plan <br />to reduce energy use to developing policies to be incorporated into a general plan. <br />Those partners who have not yet developed their baseline energy use could include activities to <br />inventory their municipal operations and community GHG emissions that would support <br />strategic planning to increase use of SoCalGas energy efficiency, demand response, renewables, <br />and other applicable programs. Advanced Partnerships and the individual Partners with a more <br />regional focus could develop local policy documents that could include energy elements in <br />general plans, energy efficiency recommendations for new developments, energy - efficient <br />equipment purchasing guidelines, community climate action plans, and analyses for energy <br />conservation codes and ordinances targeting the private sector. <br />Advanced Partnerships and the individual Partners with a more regional focus may assist <br />municipalities within their jurisdictions with energy policies. For example, they may develop <br />Community Energy Policy Packages for adopting and implementing a local energy initiative. <br />This package may include draft policy language, a recommendation for legal authority <br />(ordinance versus policy document versus administrative mandate); guidance and checklist for <br />successful implementation (including assigning policy implementation to a sympathetic city <br />department); staff report guidelines and discussion on implementations issues (e.g., how to frame <br />objectives, scope, triggering mechanisms, requirements, and enforcement strategies). These <br />services may also include technical assistance for agencies pursuing adoption of local policies, <br />and may include estimating local savings impacts, providing supporting calculations or analysis <br />of staff reports, etc. <br />B4 - Financing for the Community <br />Some individual LGPs will implement some aspect of financing as part of their activity. A new <br />program element will be offered to Partners to help governments explore financing opportunities <br />such as low- interest loans through the California Energy Commission (CEC). The CEC's Energy <br />Efficiency Financing Program provides financing for schools, hospitals and local governments <br />through low- interest loans for feasibility studies and the installation of energy- saving measures. <br />For those partners who include this program element, the Partnership could provide project <br />financial analysis assistance to quantify energy efficiency project economics in terms understood <br />by local government decision makers, and could assist facility engineering staff in presenting <br />projects for approval. Assistance may include providing life cycle cost analysis and illustrating <br />
