City of Santa Ana -Park View at Town and Country Manor <br />Draft EIR <br />ambient air quality standards for those pollutants. The categories where grading shall not occur are as <br />follows: <br />• Unhealthy for Sensitive Groups: When AQI values are between 101 and 150, members of <br />sensitive groups may experience health effects. This means they are likely to be affected at <br />lower levels than the public. For example, people with lung disease are at greater risk from <br />exposure to ozone, while people with either lung disease or heart disease are at greater risk <br />from exposure to particle pollution. The public is not likely to be affected when the AQI is in <br />this range. <br />• Unhealthy: Everyone may begin to experience health effects when AQI values are between 151 <br />and 200. Members of sensitive groups may experience more serious health effects. <br />• Very Unhealthy: AQI values between 201 and 300 trigger a health alert, meaning everyone <br />may experience more serious health effects. <br />• Hazardous: AQI values over 300 trigger health warnings of emergency conditions. The entire <br />population is more likely to be affected. <br />Criterion 2: Control Measures <br />The next criterion is compliance with the control measures in the 2003 and the 2007 AQMPs. As <br />discussed in detail in the Air Quality Analysis Report, the project would comply with all of the <br />SCAQMD's applicable rules and regulations. Therefore, the project complies with this criterion. <br />Level of Significance Before Mitigation <br />Potentially significant. <br />Mitigation Measures <br />Mitigation measures AQ -1, AQ -2, AQ -3, and AQ -4 are required. <br />AQ -4 Grading and demolition activity shall not occur on days with 1) an Air Quality Index <br />forecast greater than 100 for particulates; 2) a forecasted 24 -hour PM, concentration <br />over 50 jig/m'; or 3) a forecasted 24 -hour PM, concentration over 35 jig/m'.
