City of Santa Ana -Park View at Town and Country Manor <br />and Water Qualitv Draft EIR <br />The Preliminary WQMP (contained in Appendix C) identifies Site Design BMPs that are intended to <br />reduce long -term impacts to water quality. These BMPs are: 1) maximizing the permeable area on <br />the project site by providing residential units in a multi -story tower, and having sidewalks and <br />parking lot aisles constructed to the minimum widths allowable so that public safety and a walkable <br />environment for pedestrians are not compromised; and 2) allowing the runoff from impermeable areas <br />to drain into landscape swales for storage and treatment. <br />In addition to Site Design BMPs to reduce water pollution during long -term use of the project site, the <br />project would implement numerous routine Structural and Non - Structural BMPs. The routine <br />Structural BMPs include measures such as: 1) storm drain system stenciling and signage (e.g. No <br />Dumping - Drains to Ocean; 2) design and construction of trash and waste storage areas to reduce <br />pollution introduction; and 3) efficient irrigation systems and landscape design. The routine Non - <br />Structural BMPs include measures such as: 1) education for property owners, tenants, and occupants; <br />2) activity restrictions; 3) common area landscape management, litter control, and catch basin <br />inspection; 4) employee training; 5) housekeeping of loading docks; and 6) driveway and parking lot <br />sweeping. <br />Treatment Control BMPs have been identified for the proposed project that would treat the runoff to <br />remove pollutants before being released from the project site: 1) vegetated (grass) strips; 2) vegetated <br />(grass) swales; 3) an underground infiltration trench to allow percolation of storm flows into the soil <br />for treatment and removal of potential bacteria from runoff-, and 4) filters to address sediment, trash, <br />debris, oil and grease. <br />Because project design and operation includes BMPs to reduce long -term impacts associated with <br />water quality, long -term operational impacts associated with this issue would be less than significant. <br />Level of Significance Before Mitigation <br />Less than significant. <br />Mitigation Measures <br />No mitigation measures required. <br />Level of Significance After Mitigation <br />Less than significant. <br />Groundwater Supplies and Recharge <br />Impact 4.3 -2 The project would not substantially deplete groundwater supplies or interfere <br />substantially with groundwater recharge such that there would be a net deficit in <br />aquifer volume or a lowering of the local groundwater table level (e.g., the <br />production rate of pre- existing nearby wells would drop to a level which would not <br />support existing land uses or planned uses for which permits have been granted. <br />[CEQA Hydrology and Water Quality Threshold 8(b)] <br />4.3 -8 Michael Brandman Associates <br />H\Cl t(PN -Rn) 327b327W3MME 3270030 Sec 3Hyd bUadWat Wity.d <br />
