City of Santa Ana - Park View at Town and Country Manor <br />Draft EIR <br />4.5.3 - Regulatory Setting <br />State Regulatory Agencies <br />Office of Noise Control Standards <br />Noise <br />The California Office of Noise Control has set the land use compatibility noise standards and <br />encouraged local jurisdictions to adopt them. Pursuant to the land use compatibility noise standards, <br />for commercial and industrial uses, noise levels up to 65 dBA CNEL are normally acceptable; noise <br />levels between 65 and 75 dBA CNEL are "conditionally acceptable," which means that noise levels <br />are acceptable only when a detailed noise analysis is conducted and needed noise insulation features <br />are included in the design. Conventional construction with closed windows and a fresh air supply <br />system or air conditioning will normally suffice as "acceptable noise insulation" features. Noise <br />levels between 70 and 80 dBA CNEL are generally unacceptable, and development of land uses in <br />noise environments that exceed 75 dBA CNEL are discouraged. For residential development and <br />schools, exterior noise levels ranging up to 60 dBA CNEL are classified as "normally acceptable," <br />based upon the assumption that the homes are built with normal conventional construction. Noise <br />levels ranging up to 70 dBA CNEL are conditionally acceptable. Noise levels in the 70- to 75 -dBA <br />CNEL range are classified as "generally unacceptable," and new construction or development is <br />discouraged but may proceed if a detailed noise analysis is conducted and needed noise insulation <br />features are included in the design. <br />Caltrans Vibration Guidance <br />Construction vibration is regulated in accordance with standards established by the California <br />Department of Transportation ( Caltrans) in their Transportation - and Construction- Induced Vibration <br />Guidance Manual (2004). Table 4.5 -4 presents these standards. Transient sources create a single <br />isolated vibration event, such as blasting or drop ball impacts.
