Noise <br />Local Regulatory Agencies <br />City of Santa Ana -Park View at Town and Country Manor <br />Draft EIR <br />City of Santa Ana General Plan and Municipal Code <br />The City of Santa Ana has established noise limits through the Noise Ordinance in the Municipal <br />Code and noise standards in the Noise Element of the General Plan. Noise limits generally restrict <br />noise levels based on the type of noise source (e.g. amplified speakers) or land use. These noise <br />limits are designed to maintain the quality of life for noise sensitive land uses such as residential, <br />hospitals, and schools. <br />To limit population exposure to physically and/or psychologically damaging noise levels, the City of <br />Santa Ana has adopted local guidelines for mobile sources based on and consistent with the <br />community noise compatibility guidelines established by the State Department of Health Services for <br />use in assessing the compatibility of various land use types with a range of noise levels. CNEL <br />standards are typically applied to the receptor location. Maximum sound level limits based on land <br />use types established by the City of Santa Ana guidelines, which are expressed in terms of L& or <br />CNEL, are provided in Table 4.5 -5. Interior areas include bedrooms, bathrooms, living rooms, dining <br />rooms, closets and corridors/hallways. Interior noise level requirements contemplate a closed <br />window condition. A mechanical ventilation system or other means of natural ventilation shall be <br />provided in compliance with Chapter 12, Section 1305 of the Uniform Building Code. Exterior areas <br />include private yards of single - family homes, mobile home parks, picnic areas within parks, and <br />school playgrounds with common areas.
