City of Santa Ana -Park View at Town and Country Manor <br />Draft EIR Noise <br />from pile driver use would result in a potentially significant impact to residents of Buildings A and B, <br />and worshipers at the Community Bible Church. Vibration at the other nearby sensitive receptors <br />would be below the significance level for potential structural damage. Mitigation is provided which <br />would prohibit the applicant from conducting grading and paving activities within a distance of <br />Buildings A, B, C, D, E, and G of Town and Country Manor that would result in vibration levels <br />above the significance level of 0.5 PPV. Mitigation is also identified that would provide alternate <br />indoor living spaces to residents of the buildings during the hours of construction when a vibratory <br />roller is to be used within 10.5 feet of the buildings. In addition, mitigation is identified for when pile <br />drivers are in use that would provide alternate indoor living space during the hours of construction to <br />residents of buildings A and B, and provide alternate spaces for worship. Alternately, vibration from <br />pile drivers can be reduced using Caltrans procedures, as provided in Chapter 8 of the Caltrans <br />Transportation- and - Construction- Induced Vibration Guidance Manual. Implementation of the <br />mitigation would ensure that vibration would be below the standards and therefore less than <br />significant. <br />Operational Vibration <br />Implementation of the proposed project would result in construction of a residential tower to include <br />174 units. Although frequency of delivery trucks to Town and Country Manor would be expected to <br />increase based on the addition of the new tower, impacts from vibration would not be expected to <br />exceed a level of less than significant. <br />Level of Significance Before Mitigation <br />Potentially significant. <br />Mitigation Measures <br />N4 Vibratory rollers shall not be used within 10.5 feet of any sensitive receptors during <br />any phase of construction in order to prevent construction vibration levels from <br />reaching above the 0.5 PPV significance level for potential structural damage. <br />Bulldozers (such as a Caterpillar D8) or other alternate equipment, which have <br />vibration levels below that of vibratory rollers, shall be used for grading within 10.5 <br />feet of sensitive receptors. <br />N -5 Residents of Buildings A, B, C, D, E, and G of Town and Country Manor shall be <br />provided access to alternate indoor living spaces when grading activities proximate to <br />their building are occurring that include the use of a vibratory roller within 10.5 feet <br />of the respective building for the duration of use of the vibratory roller. <br />N -6 Residents of Buildings A and B of Town and Country Manor shall be provided <br />access to alternate indoor living spaces when pile drivers are in use.
