City of Santa Ana -Park View at Town and Country Manor <br />Noise Draft EIR <br />One or more method /s for reducing vibration from pile drivers as provided in Chapter <br />8 of the Caltrans Transportation- and - Construction- Induced Vibration Guidance <br />Manual shall be implemented such that groundborne vibration shall not exceed 0.5 <br />PPV at any existing sensitive receptor. <br />A detailed approach for reducing groundbome vibration shall be provided to the City <br />of Santa Ana as part of the construction noise mitigation plan required in Mitigation <br />Measure N -1, to be submitted at the time of the grading permit application. <br />Level of Significance After Mitigation <br />Less than significant. <br />Permanent Increase in Ambient Noise Levels <br />Impact 4.5 -3 The project would not result in a substantial permanent increase in ambient noise <br />levels in the project vicinity above levels existing without the project. <br />[CEQA Noise Threshold 11(c)] <br />Impact Analysis <br />This impact discussion analyzes the potential for a substantial permanent increase in ambient noise <br />levels in the project vicinity associated with operation of the proposed project, including impacts <br />related to offsite vehicular noise and exposure of neighboring land uses to stationary noise. <br />The ongoing operation of the proposed project would be affected by long -term ambient noise sources. <br />Potential noise impacts associated with the operations of the proposed project are the result of project - <br />generated vehicular traffic on project - vicinity roadways, along with impacts from community noise <br />on the project site. <br />Community Noise <br />Sources of stationary noise from the project site may include typical community noise such as dogs <br />barking, loud conversation, and car doors slamming which is considered intermittent, and would not <br />represent a substantial contribution to the ambient noise levels. Noise from community activities <br />would not be expected to result in a substantial increase in noise levels or exceed any applicable noise <br />standards. Noise from community activities would not expose the future receptors at the project site <br />to substantial noise levels. Likewise, the proposed residences are not expected to generate noise <br />levels that would affect existing sensitive receptors. Therefore, impacts would be less than <br />significant. <br />Vehicular Noise <br />Long -term noise impacts would result from vehicle traffic associated with the project. City of Santa <br />Ana noise standards are established in the City of Santa Ana General Plan Noise Element (2000), <br />similar to the State of California Office of Noise Control model element guidelines, upon which most <br />standards are now based.
