Specifically, on June 4, 2012, the City Council placed the Sexlinger Property on the <br />Santa Ana Register o {'Historic Properties. The property owners thereafter applied for permits to <br />demolish the residence and orchard on the property. Under the Historic Preservation Ordinance, <br />that application triggered the Historic Resources Commission's obligation to evaluate "all <br />feasible alternatives to demolition," and to hold a public hexing on the demolition proposal <br />within two hundred and forty (240) days. <br />To meet the requirements of the Historic Preservation Ordinance, the Historic Resources <br />Commission appointed an ad hoc committee to study potential alternatives to demolition. The <br />committee consisted of two Historic Resources Commission members, two members of City <br />staff, five representatives from The Old Orchard Conservancy, and two representatives of the <br />property owners. The committee met in August of 2012 to discuss resources that could be used <br />to preserve the site. It also met with concerned members of the community in September of <br />2012 to discuss private preservation options, and to obtain community input. <br />In addition to those meetings and community outreach activities, City staff investigated <br />whether a number of organizations would be willing to purchase, restore, and /or relocate the <br />historic resources on site. Those organizations included: (1) Certified Local Government; (2) <br />National Trust for Historic Preservation; (3) Save America's Treasures; (4) Preserve America; <br />(5) California Cultural & Historic Endowment; (6) National Center for Preservation Technology; <br />(7) California Humanities; (8) the Getty Foundation; (9) California Preservation Foundation; <br />(10) California Grant Watch; (11) California State Parks Foundation; (12) California State Land <br />& Water Conservation; (13) Southern California Edison — Energy Efficiency Strategic Plan <br />Grant; (14) American Recovery and Reinvestment Act of 2009; (15) Department of Energy; <br />Sunshot Initiative; (16) South Coast Air Quality Management District; (17) Orange County <br />Transportation Authority; (18) United States Department of Transportation; (19) State of <br />California, Bicycle Transportation Account; (20) Federal Highway Administration; (21) <br />American Recovery and Reinvestment Act of 2009, Agriculture; (22) American Recovery and <br />Reinvestment Act of 2009, Transportation; (23) California Department of Transportation, <br />Transportation Enhancement Program; (24) State of California Rivers and Parkways; (25) State <br />of California Recreational Trails Program; (26) State of California Habitat Conservation Fund; <br />(27) Southern California Association of Governments Compass Blueprint Planning Program; and <br />(28) Solid Waste Grants. None of these organizations were in a position to provide funding for <br />the relocation or restoration of the Sexlinger Property. <br />City staff also oversaw the creation of a notice that publicized the availability of the <br />Sexlinger Property for purchase for restoration or relocation purposes. The notice was <br />distributed in September of 2012, and was sent and /or posted to the following entities and <br />individuals: (1) Santa Ana Historic Preservation Society (which subsequently posted the notice <br />on its website); (2) Orange County Historical Society; (3) City of Santa Ana website; (4) City of <br />Santa Ana Facebook page; (5) City of Santa Ana Planning and Building Agency Facebook page; <br />(6) OC History Roundup Blog (which subsequently posted the notice on its website); (7) The <br />Orange County Community Foundation; (8) The Nature Conservancy; (9) The Wildlands <br />Conservancy; (10) The Conservation Fund; (11) The Old Orchard Conservancy; (12) "Inside The <br />Outdoors," Orange County Department of Education; (13) Rancho Santiago College; (14) Irvine <br />Valley College; (15) California State Polytechnic University, Pomona; (16) California State <br />University, Fullerton; (17) Discovery Science Center; (18) Historic French Park (Debbie <br />-2- <br />75A-88 <br />
