Environmental Impact Analysis <br />for export of soil /excavation material be reduced to a maximum of 60 trips per day, thereby <br />reducing the daily intensity and NOx emissions of Phase 1. <br />Mitigation Measure AQ -2: The City of Santa Ana Planning and. Building Agency will require by <br />contract specifications that construction- related equipment, including heavy -duty equipment, motor <br />vehicles; and portable equipment, will be turned off when not in use for more than 5 minutes. <br />Contract specification language will be reviewed prior to issuance of a grading permit, <br />3.2.2 Biological Resources <br />The Met IS /MND found that the previous project would result in less- than - significant impacts after <br />implementation of mitigation related to habitat modifications, riparian habitat, federally protected <br />wetlands, and wildlife corridors. No impacts were found to occur related to local policies or <br />ordinances protecting biological resources or habitat conservation plans. <br />The project site consists of an undeveloped but disturbed parcel that appears to have been graded . <br />and routinely mowed. The project site is mostly composed of ruderal (weedy) vegetation consisting <br />of normative grasses and ornamental trees and shrubs. However, during investigations performed as <br />part of the Biological Resources and jurisdictional Delineation Report (1CF' International 2011) for <br />the previous project, approximately 16 individuals of southern tarplant were observed and mapped <br />within the central portion of the project situp The California Native Plant Society designates southern <br />tarplant as a t,ist 18.1 plant, indicating that the plant is considered to be "rare throughout their <br />range and seriously threatened in California (over 80 percent of occurrences being threatened or in <br />high degree and immediacy of threat)" (CNPS 2011). <br />Furthermore, vernal barley is known to occur in mesic grasslands, vernal pools, and alkali flats or <br />depressions, While not observed on the project site, because, of relatively moist conditions, vernal <br />barley is considered to have a moderate potential to occur, Additionally, vernal barley is also known <br />to co -occur with southern tarplant; which was observed on site. The site visits were conducted <br />outside of the known blooming period for vernal barley, which is from March through )une, As such, <br />If this plant occurs on site, it would not have been detectable during the site visits, Vernal barley is <br />classified as sensitive plant species (CNPS 12). <br />In addition, two small wetland areas totaling 0.021 acre (832 feet) were Identified and delineated in <br />the western portion of the project site and are considered to have the ability to support riparian <br />vegetation. However, because the wetlands are so small and not adjacent to one another, they <br />provide limited benefits and potential riparian habitat areas. Furthermore, although the Biological <br />Resources Report determined that no special- status wildlife occurs on the site, the trees within the <br />project site provide potentially suitable nesting habitat forvarioius bird species. Potential impacts on <br />nesting birds may occur if removal ofthe existing ornamental trees occurs during the breeding <br />season (February 15 through September 31). <br />The proposed project would not result in new or additional impacts beyond those previously <br />analyzed in The Met 1S /MND. The locations of biological resources discussed above were within the <br />footprint of the previous project; therefore, even with the increase in development area, impacts are <br />not expected to be greater than those originally analyzed for the previous project. Furthermore, the <br />proposed project would be required to implement at] mitigation measures as proposed in The Met <br />IS /MND, which are listed below. No additional or new significant impacts that were not previously <br />addressed in The Met IS /MND have been identified, and the proposed project would not represent a <br />substantial change from the previous conclusions in The Met IS /MND. <br />The Met at South Coast March 2015 <br />Addendum 3-3 <br />75A -81 <br />
