at faster rates than the rest of the economy, the ability to express one's insights with multimedia <br />presentations has become an increasingly marketable skill. Those individuals with the proper <br />training and knowledge of software tools will be in a prime position to excel in a 21st century <br />economy. Many of our local youth are already naturally web savvy and are open to the idea that <br />they could one day follow a career in software creation. In this way, the academy taps into a <br />youth's desire for self - expression and teaches valuable work skills in the process. <br />In addition, the training from this program will open up to students the possibility of working in <br />one of the industry clusters that the WIB board identified in their 5 year strategic plan. These <br />clusters include established fields of hospitality, government positions, and clerical positions in <br />finance, insurance, and real estate clusters. Opportunities for job growth also exist within the <br />emerging clusters of advanced manufacturing, information technology, and other scientific <br />services. In the longer term, the Bureau of Labor Statistics' latest Occupational Outlook <br />( 1-ittp : / /www.bls.gov /oco /ocos090.htm) suggests that video and web design - related employment <br />will grow between 8 and 24 percent in the next ten years (Please refer to attachment W -6 for <br />more detailed breakdown). <br />H. Tutoring <br />L & J. Note: Youth Service Providers are required to use the Test for Adult Basic <br />Education (TABE) on ALL youth to assess their literacy and numeracy skills. Youth who <br />score 8.9 and below are considered "basic skills deficient" who should receive tutoring or <br />remedial trainine to improve their literacy and numeracy skills. Describe in detail the <br />tutoring resources that will be provided to youth. <br />The Santa Ana Public Library currently operates an after- school tutoring program in its Central <br />Library and Newhope Learning Centers as well as in its Jerome and Garfield TeenSpace <br />programs. All student interns will have access to these tutoring services. Prior to acceptance <br />into the program, all WIOA enrolled youth will take a TABE test to assess their levels of basic <br />skills. All enrolled youth who are basic skills deficient will be assigned a TeenSpace Sr. Tutor <br />or Tutor mentor who will schedule time to tutor them on a daily or weekly one -on -one basis to <br />increase their basic skills to the 9`" grade level. Students who are not basic skills deficient will <br />also have access to one -on -one hands -on tutoring, primarily in English (as this is what is most <br />needed in the production field) with the goal of increasing the grade levels of their English <br />abilities. Tutoring help will be provided to in- school youth who are in 12 "' grade to complete <br />their high school diploma. Out of school youth who do not possess a high school diploma must <br />enroll in the SAC Continuing Education High School Diploma or GED completion program. <br />These youth will be assigned a Tutor mentor to assist them with their diploma or GED test <br />preparation. Sr. Tutor and Tutor mentors will utilize TeenSpace math and English computer <br />software applications and MOOC courses as a creative strategy to assist all their students to <br />increase their literacy and numeracy gains. <br />EXHIBIT A <br />
