RESOLUTION NO. 2015- <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA ADOPTING <br />ACTION PLAN AND <br />DECLARATION <br />THE SANTA ANA CLIMATE <br />ASSOCIATED NEGATIVE <br />LS 12.7.15 <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. Santa Ana has been developing a Climate Action Plan (CAP) to <br />demonstrate leadership in sustainability and to respond to future <br />legislative action. By completing the CAP, the City has developed a <br />roadmap to save energy and resources, improve quality of life and <br />quantify achievement of Council approved greenhouse gas (GHG) <br />emissions reduction goals, and be positioned for CAP implementation. <br />The City will also be prepared for any new legislation that may be enacted <br />mandating GHG emissions reduction at the local government level. <br />B. Adoption of the CAP will allow the City to accomplish Goal 5 of the Santa <br />Ana Strategic Plan, which includes completion of the City's CAP with <br />measures to address transportation and land use, energy, water and <br />wastewater, solid waste, and GHG emissions. <br />C. As a first step in preparing the Draft CAP, a GHG emissions inventory was <br />completed to determine the baseline for future achievement. This 2008 <br />baseline inventory showed that Santa Ana is already demonstrating <br />leadership in reducing energy use and GHG emissions. At 5.5 metric <br />tons of CO2 (MTCO2e) per capita, Santa Ana baseline emissions are <br />lower than the statewide average of 13 MTCO2e, and significantly lower <br />than the nationwide average of 23 MTCO2e, <br />D. Council approved reduction targets of 15% of 2008 levels by 2020, and <br />30% of 2008 levels by 2035, which were developed with input from <br />community and City stakeholders, as well as consultants with expertise in <br />CAP preparation and scientific calculation of emissions reduction. The <br />resulting actions (measures) included in the CAP also consider elements <br />such as State regulations, utility incentive programs, and the City's Draft <br />Circulation Element.
