Increasing State regulations and refining measure inclusion in the CAP, <br />considered to be a living document, will achieve the 2035 reduction target. <br />E. The majority of the funding for the CAP was provided by Southern <br />California Edison through the California Public Utilities Commission, and a <br />portion was provided by the Public Works and Planning and Building <br />Agencies. <br />Section 2. In accordance with the California Environmental Quality Act (CEQA), <br />a Negative Declaration has been prepared for this project. As noticed in The Orange <br />County Register, the public review period for the Negative Declaration for the Draft Climate <br />Action Plan was from October 21, 2015 through November 20, 2015. It was also available <br />for public viewing on the City website, at the Main Library and the Planning and Building <br />Agency public counter. The written comments that were received regarding the Negative <br />Declaration that were received from the Orange County Transportation Agency and <br />CalTrans were not substantive in nature and have been addressed. Any new programs as <br />identified in the Climate Action Plan will be subject to project - specific CEQA review to <br />evaluate potential environmental impact. The adoption of the Climate Action Plan policies <br />and programs would have a less than significant environmental impact, and no mitigation <br />measures are deemed necessary. <br />Section 3. The City Council hereby approves and adopts the Climate Action <br />Plan and the associated Negative Declaration. <br />Section 4. This resolution shall take effect immediately upon its adoption by the <br />City Council and the Clerk of the Council shall attest to and certify the vote adopting this <br />Resolution. <br />ADOPTED this day of December 2015. <br />APPROVED AS TO FORM: <br />Sonia R.
