OUT extensive and direct, understanding of the operations, systems, <br />personnel and practices of solid waste haulers equips Sloan Vazquez to provide effective, <br />informed and precise analysis in a focused, timely manner. The City benefits from our familiarity <br />with the historic and current capabilities of local haulers in that we are able to use this <br />knowledge to better analyze contracts and proposals, discern potential issues and verify data <br />and activities, as well as generate useful, productive and pertinent recommendations in support <br />of achieving the City's desired outcomes. <br />Project Team <br />Joe Sloan — Partner, Principal Agent <br />Joe Sloan will serve as the Principal Agent. He will have the responsibility and authority for the <br />engagement and act as the liaison between the City of Santa Ana and Sloan Vazquez. As the <br />founder of Sloan Vazquez, Joe Sloan has 25 years of experience in the environmental field <br />working for the private and public sectors. He has managed numerous sole -source negotiations <br />and procurements, and overseen operational reviews for governmental agencies and <br />municipalities. His credentials and experience are more fully delineated in his resume provided <br />in Attachment B. <br />Enrique Vazquez — Partner, Project Manager <br />Enrique Vazquez will has over 25 years of experience in all aspects of the management and <br />operations of municipal solid waste collection, with specialized knowledge of cost of service <br />evaluation, rate setting factors and components, and comparative contract value analysis. He is <br />an expert on the economics related to solid waste programs and specializes in financial <br />modeling and review. Mr. Vazquez will serve as the Project Manager. His credentials and <br />experience are more fully delineated in his resume provided in Attachment B. <br />Charissa McAfee — Partner <br />Charissa McAfee has ten years of experience in the municipal solid waste and recycling sector <br />with direct experience in overseeing solid waste hauler contract management, diversion <br />program design and delivery, and programmatic and legislative analysis. Ms. McAfee has <br />conducted stakeholder meetings and surveys, authored comprehensive feasibility studies and <br />regional solid waste service assessments, evaluating existing and available infrastructure, <br />programs, services, diversion results and fees. Her credentials and experience are more fully <br />delineated in her resume provided in Attachment B. <br />Larry McQuaide - Senior Associate <br />Larry McQuaide has over thirty years of experience in the waste management field, with an <br />extensive background in financial analysis and strategy, financial modeling, process <br />improvement and regulatory compliance. He has served in both operational and financial <br />management within several solid waste companies, with roles including District Manager and <br />Chief Financial Officer.
