<br />C. FIRM ANDTEAM EXPERIENCE
<br />Sloan Vazquez, LLC is a consulting firm focusing exclusively on municipal solid waste planning
<br />and management services, specializing in municipal contract analysis and procurement, rate
<br />studies, financial feasibility Studies, operational assessments of residential and commercial
<br />collection, and management of MRF project development. The firm was founded by Joe Sloan
<br />in 2000, joined by Enrique Vazquez in 2005 and Charissa McAfee in 2013. Combined, the firm's
<br />partners have over 60 years of wide ranging expertise and experience in municipal waste
<br />management and recycling. With offices in Irvine, California, Sloan Vazquez maintains a
<br />specialized, streamlined organization that provides solid waste and recycling advisory services
<br />to both public and private sector solid waste and recycling enterprises.
<br />Our firm is uniquely qualified to achieve all aspects of the City's goals, In addition to the
<br />economic, regulatory and evaluation proficiency we have fine-tuned through our academic and
<br />professional experience, we offer keen industry insight developed through many years of direct,
<br />bottom-line management of municipal solid waste and recycling contracts, including day-to-day
<br />responsibility for delivery of services, ongoing development and implementation of new
<br />services, rate negotiation for existing andlor new programs, development and preparation of
<br />operational data and service metrics,
<br />In addition to RFP process management, contract negotiations and franchise hauler audits,
<br />Sloan Vazquez conducts operational reviews that analyze all aspects of solid waste and
<br />recycling services. For example, our firm conducted an operational review for the City of Santa
<br />Monica that resulted in savings of almost $I M annually in operational costs. In addition, the City
<br />was awarded the 2013 SWANA Award for excellence in Collection Operations based to a large
<br />extent upon the implementation of our recommendations, We did the same for the City of
<br />Berkeley with recornmendations for over $4M in annual savings and putting the City in a strong
<br />position to renegotiate agreements with subcontractors, This direct understanding of operations
<br />equips us to look far beneath the surface of rates and service listings to provide a thorough
<br />assessment of contract value and operational effectiveness, thus assisting the municipalities we
