Section 5 <br />This section of the Draft EIR/EA describes the affected environment and potential <br />environmental consequences associated with the implementation of the Mid <br />Basin Centennial Park Injection Well Project. <br />Affected Environment: The affected environment provides an overview of the <br />baseline physical environmental conditions at the project area and surrounding <br />areas as appropriate at the time the notice of preparation i was published. <br />Thresholds Significance: The thresholds of significance is criteria established <br />by the Lead Agency to define at what level an Impact to the environment would <br />be considered significant. The thresholds of significance used In this EIR/EA are <br />derived from Appendix G of the State CEQA Guidelines, as amended. These <br />thresholds also include the factors taken into account under NEPA to determine <br />the significance of the action in terms of the context and the intensity of its <br />effects. <br />Environmental Consequence: The environmental consequence describes the <br />environmental changes to the existing physical conditions that could occur from <br />the project activities. The environmental consequences are described as <br />temporary and long term impacts, and as direct impacts, indirect impacts and <br />cumulative impacts. In evaluating potential environmental consequences the <br />level of significance is determined by applying the significance criteria for each <br />environmental issue. The following terms are used to describe each impact. <br />No Adverse Impact: No adverse Impact determination indicates that the <br />construction, operation and maintenance of the project would not have <br />any direct or indirect adverse effects on the environment. <br />• Less than Significant Adverse Impact: A less than significant adverse <br />impact determination is one that would result in adverse change to the <br />environment. However, it would occur at a level that would not be <br />substantial. <br />• Less than Significant Adverse Impact with Mitigation: A less than <br />significant adverse impact with mitigation determination is given when the <br />project activities may create a potential significant adverse change to the <br />environment, but would be reduced to an insignificant level through the <br />implementation of feasible mitigation measures. <br />• Significant Adverse Impact: A significant adverse impact determination <br />would be given when a project activity would cause a substantial adverse <br />Mid Basin Centennial Park A& _Iliv� Project Final FIR 5-1 <br />
