Section 5 <br />change to the environment that would result in the permanent loss of a <br />resource, resulting in a change to the environment that could jeopardize <br />the permanent loss of resource or result in changes that could jeopardize <br />public health and safety. <br />0 Beneficial Effect: A beneficial impact is an impact that is considered to <br />cause a positive change or improvement to the environment. <br />• Mitigation: Mitigation refers to measures that would be implemented to <br />,avoid or reduce potential' significant adverse impacts. Mitigation includes <br />rectifying the impact by repairing, rehabilitating, or restoring the affected <br />environment and reducing or eliminating the impact over time by <br />preservation and maintenance operations during the life of the action and <br />compensating for the impact by replacing or providing Substitute resources <br />or environments. <br />5.1 AESTHETIC RESOURCES <br />5.1.1 Affected Environment <br />Regional Visual Context <br />The project sites are situated within Centennial Park and at the Heritage <br />Museum. Both sites are located within southwestern area of the City Santa Ana. <br />The regional area is urbanized and both sites are surrounded by a combination <br />of residential and industrial land uses. The visual character at both sites can be <br />described as an aesthetically pleasing park-like environment that provides open <br />space relief to an area that is predominantly urbanized. <br />Centennial Park <br />Centennial Park is an 87 acre community park facility. The park site is bordered <br />by Santa Ana River to the west, residential land uses to the north, Greenville <br />Banning Flood Control Channel and residential land uses to the east, Godinez <br />High School and the Heritage Museum to the south. The park site contains both <br />passive and active recreation uses, including lighted ball fields. The primarily <br />visual elements at Centennial Park are Centennial Lake, expansive grass areas <br />and concentrations of large canopy trees. The City Santa Ana General Plan does <br />not identify any pubic scenic vistas or scenic corridors at Centennial Park. <br />However, the park does contain several walking trails that provide public scenic <br />vistas throughout the park. Additionally, the Santa Ana River Trail extends along <br />the western boundary of Centennial Park providing public vistas into Centennial <br />Park.
