Section 5 <br />5.11 TRANS PORTATION/TRAFFIC <br />The following analysis evaluates short term traffic impacts, long term traffic <br />impacts and circulation constraints associated with the implementation of the Mid <br />Basin Centennial Park Injection Well Project. Traffic and circulation impacts <br />occurring within Centennial Park were evaluated by Urban Crossroads in <br />September of 2015. The traffic analysis was performed in accordance with the <br />City of Santa Ana General Plan Circulation Element, Guidelines for Traffic Impact <br />Analysis Reports and the Orange County Congestion Management Plan. The <br />Traffic Impact Report is presented in its entirety in Appendix I. <br />5.111.1 Affected Environment <br />Existing Circulation System <br />The primary roadways to access the project area are Edinger Avenue and <br />Fairview Street. Presently, Edinger Avenue consists of 4 divided lanes and <br />Fairview Street consists of 6 divided lanes along the frontage of the project area. <br />Planned Circulation System <br />Both Edinger Avenue and Fairview Street are designated as Major Arterials in <br />the City's General Plan, Fairview Street is constructed to its ultimate width 3 <br />through lanes in each direction Edinger Avenue currently provides 2 through <br />lanes in each direction. <br />Existing Traffic Counts <br />An existing high school is located within the project area. To account for school <br />related traffic patterns within the project area, the peak traffic periods were <br />dentifiedas, AM (6:30 AM to 9:0,0 AM), Mid-day (2:00 PM to 4:00 PM) and PM <br />(4:00 PM to 6:00 PM). The peak hour turning movement counts at study <br />intersections were conducted in June 2015, when the schools were in session, <br />The existing ACTT volumes on arterial highways and existing AM and PM peak <br />hour intersection volumes throughout the study area are shown on Figure 25. <br />Existing Intersection Operations <br />Traffic operations are quantified through the determination of "Level of Service" <br />(LOS). Level of Service is a qualitative measure of traffic operating conditions, <br />whereby a letter grade "A" through "F" is assigned to an infrastructure facility <br />(intersection, freeway mainline, or freeway ramp) representing progressively <br />worsening traffic conditions. <br />toI I <br />Mid Basin Centennial Park 96f P 1 8- roject Final EJR 5-217 <br />
