Section 5 <br />IMPACT T-3: Would the project result in inadequate emergency access? <br />Alternativel: No Federal Action/No Project <br />Under Alternative 1, the project would not be implemented. There would not be <br />any construction activities that would require temporary lane closures along <br />Edinger Avenue, Edinger Avenue/Mohawk Drive entrance and along the <br />Centennial Park Loop Road that could impact emergency access to Centennial <br />Park, <br />Alternative 2: Proposed Project <br />Under Alternative 2, segments of Edinger Avenue and the Centennial Loop Road <br />would be temporary closed to allow for pipeline construction. The temporary <br />closure along Edinger Avenue would be for approximately 20 days and traffic <br />control devices would be in place to ensure the emergency access would be <br />maintained at all: times. During the day the Centennial Loop Road would be <br />accessible at all times in the event emergency access is required. During the <br />evening some segments of the Centennial Loop Road would be closed for <br />vehicle traffic. In the event an emergency occurs a steel plate Would be placed <br />over the pipeline trench to allow for emergency vehicle access. A Traffic <br />Management Plan would be prepared that would ensure that emergency access <br />is maintained at all times. With the implementation of Mitigation Measure T-1 <br />potential adverse emergency impacts Would be reduced to less than significant. <br />Heritage Museum <br />The construction and operation of the monitoring well would not involve the <br />construction of any structures or involve any activities that would impede <br />emergency access to the site. <br />Alternative 3: Lower Intensity Alternative <br />Under Alternative 3, Injection Well MBI-2 and the pipeline under Centennial Loop <br />Road Would not be constructed. Therefore, there would be no temporary <br />closures along segments of the Centennial Loop Road. Similar to the Proposed <br />Project emergency access would be maintained at all times. Compared to the <br />Proposed Project potential emergency access impacts would be similar. With the <br />implementation of Mitigation Measure T-1 potential adverse emergency impacts <br />would be reduced to less than significant. <br />Alternative 4: Pipeline Design Alternative <br />Under Alternative 4, the pipeline under Centennial Loop Road would not be <br />constructed. Therefore, there would be no temporary closures along segments <br />of the Centennial Loop Road. Similar to the Proposed Project emergency access <br />would be maintained at all times.
