Section 6 <br />Environmental Justice <br />In comparison to all of Orange County, the City of Santa Ana has higher amount <br />of lower income households. The implementation of the Proposed Project and <br />Project Alternatives would increase groundwater supplies and would reduce the <br />need for imported water supplies. The cost to purchase imported water Would be <br />substantially higher than the cost to produce groundwater and would be a more <br />financial burden to lower income households. Therefore, the implementation of <br />the Proposed Project and Project Alternatives would result in beneficial impacts <br />to low income households and would not contribute to significant adverse <br />cumulative impacts to low income households. <br />Greenhouse Gas <br />Construction and operation of the Proposed Project and Project Alternatives <br />would not generate significant adverse greenhouse gas emission impacts. <br />Therefore, the Proposed Project and Project Alternatives would not contribute <br />considerably to significant adverse cumulative greenhouse emission impacts in <br />the regional area. Proposed development projects in the project area would be <br />required to evaluate potential cumulative greenhouse gas emission impacts and <br />provide measures to minimize Cumulative greenhouse gas emission impacts in <br />the region. By requiring the evaluation of potential adverse greenhouse gas <br />emission impacts and including measures to minimize greenhouse gas emission <br />impacts, potential significant cumulative greenhouse gas emission impacts would <br />be reduced to a less than significant level. <br />HydrologyMater Quality <br />Implementation of the Proposed Project and Project Alternatives would not result <br />in adverse flood impacts to people or structures, Therefore, the Proposed Project <br />and Project Alternatives would not contribute considerably to significant adverse <br />cumulative flood impacts in the project area. The long term operation and <br />construction activities associated with the Proposed Project and Project <br />Alternatives and with cumulative development projects proposed within the <br />project area could generate degraded surface water runoff and contribute to <br />cumulatively significant water quality impacts. The Proposed Project and Project <br />Alternatives and development projects proposed within the project area would be <br />required to comply with Federal, State and local surface water quality regulations <br />and standards to maintain water quality. Compliance with the water quality <br />regulations and standards would reduce potential adverse significant cumulative <br />surface water quality impacts to a less than significant level. <br />Mid Basin Centennial Park �jgq&gbProject Final EIR 6-7 <br />
