Section 8 <br />Is the project subject to a State Implementation Plan (SIP) conformity <br />determination? <br />9 Yes. The project is in a non-attainment area or attainment area subject to <br />maintenance plans for a federal criteria pollutant. Include information to indicate <br />the non-attainment designation (e.g. moderate, serious, severe, or extreme), if <br />applicable. if estimated emissions (below) are above the federal de minimis <br />levels, but the project is sized to meet only the needs of current population <br />projections that are used in the approved SIP for air quality, then quantitatively <br />indicate how the proposed capacity increase was calculated using population <br />projections. <br />The following analysis is based on an Air Quality Impact Report prepared for the <br />Mid Basin Centennial Park Injection Well Project by Bonterra/Psomas in October <br />of 201' 5. The Air Quality Report is presented in Appendix B, <br />Background <br />The General Conformity Rule of the Federal Clean Air Act (42 USC 7401) <br />Implements Section 176(c) of the Clean Air Act, and establishes de minimis <br />thresholds for ozone, GO, and other regulated pollutants for nonattainment and <br />maintenance areas. The precursors of ozone include reactive organic gases, <br />that are also known as volatile organic gases (VOC), and nitrogen oxides (NOx). <br />The regulations apply to proposed federal actions that would cause emissions of <br />criteria air pollutants or ozone precursors to occur in locations designated as <br />nonattainment or maintenance areas for the emitted pollutants. The purpose of <br />the General Conformity Rule is to: <br />Ensure that federal activities do not cause or contribute to new violations <br />of the national ambient air quality standards; <br />Ensure that actions do not cause additional or worsen existing violation of, <br />or contribute to new violations of, the national ambient air quality <br />standards; and <br />Ensure that attainment of the national ambient air quality standards is not <br />delayed. <br />Attainment Status and Applicable de minimis Thresholds <br />The General Conformity Rule specifies de minimis thresholds, which are based <br />on the severity of an area's nonattainment with the federal standards. If a project <br />is less than the de minimis thresholds, additional analysis is not required.
