Section 8 <br />following three attributes: (1 ) at least periodically the land supports hydrophytes; <br />(2) the :substrate is predominantly undrained hydric soil; and (3) the substrate is <br />non-soil and is saturated with water or covered by shallow water at some time <br />during the growing season of each year. <br />Waters of U.S./State Assessment <br />A wetland assessment was conducted on the project site in accordance with the <br />Regional Supplement to the U.S. Army Corps of Engineers Weiland Delineation <br />Manual Arid Region West. Based on the U.S. Army Corps of Engineers Wetland <br />Delineation Manual, a three parameter approach was used to identify wetland <br />Waters of the U.S. These three parameters include; (1) the presence of wetland <br />vegetation, (2) the presence of wetland hydrology and (3) the presence of hydric <br />soils. <br />The Proposed Project involves three primary construction activities, Placement of <br />the Water Supply Pipeline across the Santa Ana River Edinger Avenue Bridge, <br />Construction of the water supply and back flush pipelines, 4 injection wells and 2 <br />shared structures at Centennial Park. This segment of the Santa Ana River is concreted lined and void of <br />vegetation. The placement of the pipeline would be above the ordinary high <br />water mark and would not involve any activities that would impact Waters of the <br />U.S. /State or Wetland Waters of the U.S,/State. <br />Mid Basin Centennial Park 28162 , Protect Final EIR 8-23 <br />
