SANTA ANA PRIVATE INDUSTRY COUNCIL <br /> WHAT IS THE SANTA ANA PRIVATE INDUSTRY COUNCIL? <br /> The Santa Ana Private Industry Council is a 19 member Council representing a <br /> partnership between the Private Sector and Public Service organizations to <br /> provide policy guidance in the development, implementation and effective <br /> operation of employment and training programs for needy Santa Ana residents. <br /> The Santa Ana Private Industry Council works with the Santa Ana City Council <br /> in making decisions about the use of employment and training funds to provide <br /> activities which ensure a trained labor force for the City's many and diverse <br /> businesses. <br /> WHY IS THERE A PRIVATE INDUSTRY COUNCIL? <br /> In 1982, Congress enacted the Job Training Partnership Act (JTPA) and the <br /> State of California enacted the Family Economic Security Act (FESA) . These <br /> two acts provide a mechanism for the City to receive funding to address the <br /> job training needs of Santa Ana' s residents. To ensure that participants are <br /> trained in appropriate occupations and that business has a voice in <br /> identifying and directing the ways the programs are operated, both JTPA and <br /> FESA mandated a private - public partnership realized at the local level <br /> through the establishment of Private Industry Councils. <br /> The Santa Ana Private Industry Council is one-half of the partnership, with <br /> the City Council representing the public side of the partnership. Years of <br /> experience in employment and training programs shows that the most effective <br /> programs have involvement from business and representative government. <br /> WHO ARE THE SANTA ANA PRIVATE INDUSTRY COUNCIL MEMBERS? <br /> The Chairman and at least one-half (a total of ten [10] ) of the members <br /> represent both large and small businesses in the private sector. The <br /> business members are owners, chief operating officers and employees with <br /> significant policy and management responsibilities. <br /> The remaining nine (9) members include representatives from the following: <br /> Education Agencies (1 member) <br /> Organized Labor (1 member) <br /> Rehabilitation Agencies (1 member) <br /> Community Based Organizations (2 members) <br /> Economic Development Organizations (1 member) <br /> Employment Development Department (1 member) <br /> Child Care Resource & Referral Agencies (1 member) <br /> A Client currently in or recently completed training (1 member). <br /> HOW ARE MEMBERS SELECTED? <br /> The Santa Ana City Council appoints members to the Private Industry Council <br /> making selections from among individuals nominated by general purpose and <br /> interested organizations related to the membership category to be filled. <br />
