Grand Avenue Widening Project Environmental Impact Report Section 1.0 <br />1.3 CEQA PROCESS <br />1.3.1 CALIFORNIA ENVIRONMENTAL QUALITY ACT <br />This Focused Environmental Impact Report (EIR) was prepared pursuant to the provisions of the <br />California Environmental Quality Act (CEQA) of 1970, as amended (Public Resources Code <br />Section 21000 et seq.) and the CEQA Guidelines (California Code of Regulations Section 15000 <br />et seq.). This Focused EIR assesses the potential impacts associated with the proposed widening of <br />Grand Avenue between Seventeenth and First Streets in the City of Santa Ana. <br />The City of Santa Ana is the Lead Agency for the proposed Grand Avenue widening. The City has <br />the authority to adopt and implement proposed street improvements, consistent with the City of <br />Santa Ana General Plan Circulation Element. The City is also the Lead Agency responsible for the <br />environmental review for the proposed widening project. <br />1.3.2 INITIAL STUDY AND NOTICE OF PREPARATION <br />The City of Santa Ana distributed a Notice of Preparation (NOP) of an EIR and an Initial Study (IS) <br />for the proposed Grand Avenue widening project on May 13, 1998. The NOP/IS was distributed to <br />the State Clearinghouse Office of Planning and Research, public agencies, utility and service <br />providers, and homeowners' associations in the project area. A copy of the NOP/IS is provided in <br />Appendix A of this EIR. The distribution list for the NOP/IS is provided in Appendix B. <br />The City of Santa Ana received ten written responses to the NOP. Copies of these comment letters <br />are provided in Appendix C. Table 1-2 summarizes the responses and indicates where in the IS <br />and/or the EIR each specific environmental topic raised in these comment letters is located. <br />1.3.3 SCOPING MEETING <br />The City of Santa Ana conducted a scoping meeting for the proposed Grand Avenue widening <br />project on June 3, 1998. The meeting was held from 6:00 PM to 8:00 PM, in the Hoiles Auditorium <br />at the Orange County Register, at 625 North Grand Avenue, in the project area. The scoping notice <br />was sent to all property owners and tenants within 300 feet of the Grand Avenue right-of-way. The <br />distribution list for the scoping meeting is mi cluded in Appendix D. The scoping notice was <br />provided in both English and Spanish. A copy of the scoping notice is provided in Appendix D. <br />The attendees at the scoping meeting were invited to sign in and were provided a short handout <br />describing the project and a comment card if they wished to provide written comments. A Spanish <br />language translator was available. Approximately 50 attendees signed in; there were an estimated <br />75 to 85 people in attendance.
