Grand Avenue Widening Project Environmental Impact Report Section 1.0 <br />Section 8.0. This section provides a qualitative analysis of the potential environmental <br />impacts associated with the No Project Alternative. <br />Section 9.0. This section lists the City of Santa Ana and consultant personnel responsible <br />for the preparation of this Focused EIR. <br />Section 10.0. This section lists the references used in the preparation of this Focused EIR. <br />Appendices. The Appendices to this EIR include the NOP/IS, the responses to the NOP/IS, <br />the scoping meeting information and technical reports prepared to analyze the potential <br />impacts of the project alternatives. <br />1.3.5 CERTIFICATION OF THE FINAL EIR <br />After the circulation of the Draft Focused EIR, the City will prepare responses to all written <br />comments received on the Draft Focused EIR and will prepare the Final Focused EIR. The Final <br />Focused EIR will consist of the Draft Focused EIR, revised as appropriate based on comments <br />received during the public comment period, the EIR Appendices and the Responses to Comments <br />Report. <br />The City of Santa Ana City Council will consider the information in the Final Focused EIR prior to <br />certification of the Final Focused EIR. The City Council will have to certify the Focused EIR for <br />the proposed Grand Avenue widening project prior to taking action adopting one of the alternatives <br />for implementation. <br />1.3.6 OTHER APPROVALS AND PERMITS <br />The proposed Grand Avenue widening project will not require any subsequent discretionary actions <br />by the City Council if Alternative 2 is approved. If Alternative 1 is approved, subsequent <br />amendments to the City's General Plan will be required. The following permits and other approvals <br />may be required during implementation of the proposed Grand Avenue project: <br />The City will need an encroachment permit from Caltrans for construction work and <br />implementation of traffic control measures in the vicinity of the Grand Avenue/Interstate 5 (I-5) <br />interchange. The City or its construction contractor would apply for this permit from Caltrans <br />District 12 prior to any work in or immediately adjacent to Caltrans right-of-way. <br />If Alternative 1 is approved, a General Plan amendment will be processed to remove the project <br />section of Grand Avenue from the City's Bikeway Master Plan pursuant to Mitigation Measure <br />LP -1. <br />1.3.7 OPPORTUNITIES FOR PUBLIC INPUT AND THE EIR PROCESS <br />There are several opportunities in the EIR process for public input. These occur during the NOP <br />and scoping process; during the public review of the draft EIR; and at the public hearing(s) for <br />the project.
