Grand Avenue Widening Project Environmental Impact Report Section 2.0 <br />2.8 BIOLOGICAL RESOURCES IMPACTS FOUND NOT TO BE SIGNIFICANT <br />There are no endangered, threatened or rare species, locally designated species and natural <br />communities, wetland habitats, or wildlife dispersal or migration corridors in the project area <br />Therefore, the proposed Grand Avenue widening will not result in adverse impacts related to <br />biological resources. No mitigation is required. <br />2.9 ENERGY AND MINERAL RESOURCES IMPACTS FOUND NOT TO BE <br />SIGNIFICANT <br />Because there are no adopted energy related plans relevant to the proposed Grand Avenue widening <br />alternatives, they will not result in adverse impacts related to energy conservation plans. No <br />mitigation is required. <br />Because there are no known mineral resources under or in the immediate vicinity of the project <br />segment of Grand Avenue, they project will not result in the loss of availability of a known mineral <br />resource. No mitigation is 'required. <br />2.10 HAZARDS IMPACTS FOUND NOT TO BE SIGNIFICANT <br />Alternatives 1 and 2 may result in a minor increase in the number of vehicles carrying hazardous <br />substances on the project segment of Grand Avenue. Because these trips would occur on area <br />roads, including Grand Avenue, with or without the proposed widening, the proposed project will <br />result in a less than significant impact related to risks associated with explosions or release of <br />hazardous substances. No mitigation is required. <br />Although the proposed widening project may temporarily impact emergency and evacuation plans <br />on Grand Avenue during construction, this impact will be substantially mitigated or avoided based <br />on consultation with the City of Santa Ana PWA, Santa Ana Fire Department (SAFD) and Santa <br />Ana Police Department (SAPD) prior to and during construction. This consultation will include <br />identification of through access routes and/or detour routes required for emergency access during <br />construction; identification of required signing in the construction area; and other requirements of <br />the SAPD and SAID to ensure that emergency access is provided during construction. In the long <br />term, the widening of Grand Avenue will beneficially affect emergency and evacuationn plans by <br />providing increased capacity on this segment of Grand Avenue. Therefore, the proposed project is <br />not anticipated to result in adverse impacts related to emergency and evacuation plans. No <br />mitigation is required. <br />There are no documented hazardous materials sites on the project segment of Grand Avenue. <br />Therefore, the widening of Grand Avenue is not likely to result in any health hazard in the area. In <br />the long term; some pesticides are expected to be used in the maintenance of the median <br />landscaping. However, these materials are expected to be used, handled, stored and transported <br />consistent with applicable state, federal and local laws. Therefore, the proposed Grand Avenue <br />widening will not result in a substantial risk related to the creation of hazards to public health.
