Box 1988 <br />Santa Ana, CA 92702 <br />Dear All: <br />SCIConsultingGroup ("SCI") is pleased to submit this proposal for cannabis -related consulting services <br />to the City of Santa Ana ("City"). While the Medical Cannabis Regulation and Safety Act, Proposition 64 <br />and Senate Bill 94 provide general guidelines for public agencies to implement, regulate and tax <br />cannabis, additional local regulations and implementation advice are often critical for public agencies <br />to ensure a successful and safe local cannabis industry. <br />INTRODUCTION <br />We understand the City currently regulates medicinal commercial cannabis activity and is considering <br />also regulating non -medicinal, adult use cannabis. We also understand the City would like the <br />implementation of non -medicinal commercial cannabis activity to be consistent with state law, the <br />City's existing medicinal ordinance and Measure BB from November of 2014. <br />To assist the City of Santa Ana with the successful implementation of non -medicinal commercial <br />cannabis activity, and based upon our recent telephone conversation with City staff, SCI proposes to <br />assist the City with the development of a regulatory ordinance. <br />Primary tasks Included In this proposal <br />1. Development of a medicinal/non-medicinal health & safety and land use regulatory ordinance <br />including an in -lieu tax collection agreement <br />1. Tax Measure Consulting <br />2. Monitoring and Compliance <br />Our firm is uniquely qualified to provide the requested cannabis -related professional services. SCI <br />provides cannabis -related advice and consulting to a variety of public agencies in California regarding <br />community support analysis, health and safety regulations, fee studies, taxation, implementation, <br />monitoring and compliance, and community outreach.
