Page 2 <br />THE NEW MARUUANA FRONTIER IN CALIFORNIA -PREPARING FOR PROPOSITION 64 ANOTHE MCRSA AND THEIR <br />EFFECT ON CITIES AND COUNTIES <br />Although we have no financial relationship with any! nclustryparticipants, SCI developed and maintains <br />a network of relationships with government agencies and cannabis -related industry leaders, including <br />attorneys, testing laboratories, cultivators, nursery owners, and retailers. SCI maintains these <br />relationships and continually upgrades our knowledge base so we can provide expertise on the <br />elements of the cannabis industry: retail operations, cultivation, manufacturing, delivery, monitoring <br />and compliance, legal issues, ordinance development, and State regulations. SCI staff trained at the <br />nation's premier cannabis educational entity, Oaksterdam University in Oakland, and investigated and <br />gathered lessons learned and best practices regarding cannabis operations in Colorado, Michigan, <br />Oregon, Washington, and British Columbia. <br />Our new business comes almost entirely from word-of-mouth referrals. We encourage you to contact <br />our clients who can attest to the level of service we provide, the long-term relationships we have <br />developed, the u n matched accuracy of our approach, our successful experience with funding measures, <br />and our industry-leading track record of winning ballot measures, and with creating other sustainable <br />new or increased sources of funding. <br />SCOPE OF WORK <br />Task 1 - Cannabis Ordinance Development and in -lieu Tax Collection Agreement <br />Drafting a cannabis health & safety and land use regulatory ordinance, orordinances, is one of the most <br />important tasks in the implementation process. After we work with City staff to understand the goals <br />and priorities of local non -medicinal cannabis policies, we will review the City's existing medicinal <br />ordinance, Measure BB text, other relevant and supporting documents, as well as develop the <br />draft non -medicinal ordinance including the draft in -lieu tax collection agreement document. <br />In addition to establishing land use and operating criteria, the regulations must ensure compliance with <br />all State regulations, reflect local preferences, be flexible enough to adapt to the dynamic aspects of this <br />unique industry, and lay the foundation for monitoring and compliance activities so that appropriate <br />regulatory fees can be calculated. We include input from City staff to help determine where the City's <br />best fit is on a continuum ranging from minimal to significant local control of the industry. We will <br />consider the political nature of local governance and the City's desire to create jobs and revenue for its <br />citizens. <br />We will use our established matrix of over 55 cannabis -related attributes to ensure completeness and <br />highlight all areas that need expansion and/or reconsideration. We will include the best practices from <br />other similar cannabis ordinances, as well as emerging or anticipated industry changes in the draft of <br />the City's ordinance. Our work will be carefully documented with specific reference to the appropriate <br />code or reason for a change. Wewill carefully research our workto be compliantwith all local and State <br />laws and regulations, but the final ordinances should be reviewed by the City's legal counsel prior to <br />implementation.
