1. For HRI activities, Recipient has executed and recorded a written <br />covenant for the development of affordable housing with the <br />Department as required in the Standard Agreement. <br />m. Recipient has provided evidence of binding agreements for <br />construction financing and enforceable commitments for permanent <br />financing as identified in the Sources and Uses of Funds (or <br />equivalent, alternative financing approved ,by the Department) <br />n. Recipient has complied with all special conditions contained in the <br />Exhibit F which are conditions, precedent to the disbursement of <br />Program Funds. <br />r. Recipient has submitted a Draw Request as provided below. <br />16. Draw Requests. <br />a. Application for Payment. Recipient shall request Program Funds by <br />submitting a written itemized statement or draw request in a form that <br />is acceptable to the Department (the "Draw Request"), subject to the <br />conditions set forth below. A Draw Request for payment shall be <br />submitted to the Department not more frequently than once monthly. <br />The Department shall determine whether or not the conditions <br />precedent to its obligation to advance Program Funds have been <br />satisfied or whether or not to waive any conditions precedent to its <br />obligations to advance its Program Funds which the Department <br />determines have not been satisfied. <br />b. Contents of Application for Payment.
