Proper operation and maintenance is critical for <br />sewage collection and treatment because impacts from these processes can degrade water <br />resources and affect hunran health. For these reasons, publicly owned treatment -works (POTWs) <br />receive Waste Discharge Requireinents.(WDRs) to ensure that such wastewater facilities operate <br />in with the water quality regulations set forth by the State. WDRs; issued by the <br />State, establish effluent limits on the kinds and quantities of pollutants that POTWs can <br />discharge.'Hese permits also contain pollutant monitoring, record-keeping, and reporting <br />requirements. Each L'O'PW that intends to discharge into the nation's waters must obtain a WDR <br />prior to initiating its discharge. <br />implementation of the Revised Project itivoh'es the constriction of 42 single-fsmily.residential <br />units. As discussed in Response 2.1 bill, the'Project site is in the sewer service area of the Orange <br />County Sanitation District's {UCSD) Reclamation Plant No:1 in Fountain Valley. This facility is <br />responsible for disposal of treated iyastewater.
