The main concerns <br />addressed in the 2016 study were providing more revenue stability for the potable water utility <br />(rates were previously over $0% volumetric), ensuring rates are sufficient to support the $45 million <br />capital improvement program over the next 5 years, maintaining sufficient reserve funds, and <br />retaining the Agency's uniform volumetric water rate. To address recent conservation requirements, <br />we developed drought rates for the Agency that can be implemented, if more severe drought <br />stages occur.
