use of funds must also be consistent with overall UASI program guidelines, the <br />National Preparedness System, and must develop or sustain one or more core <br />capabilities in the Goal. Funds used to support whole community and individual <br />preparedness related efforts, such as engaging non-governmental organizations <br />demonstrating the integration of children and individuals with disabilities or access and <br />functional needs in all phases of emergency management, participation of disaster <br />volunteers, such as Community Emergency Response Teams (CERTs) in training, <br />exercises and response and recovery operations, and educating the public should be <br />coordinated with local CERT programs and/or Citizen Corps Councils. <br />The UAWG, in coordination with the SAA POC, must develop a methodology for <br />allocating funding available through the UASI program. The UAWG must reach <br />consensus on all UASI funding allocations. If consensus cannot be reached within the <br />45 -day time period allotted for the state to obligate funds to sub -recipients, the SAA <br />must make the allocation determination. The SAA must provide written documentation <br />verifying the consensus of the UAWG, or the failure to achieve otherwise, on the <br />allocation of funds and submit it to DHS/FEMA immediately after the 45 -day time <br />period allotted for the state to obligate funds to sub -recipients. <br />Any UASI funds retained by the state must be used in direct support of the Urban Area. <br />States must provide documentation to the UAWG and DHS/FEMA upon request <br />demonstrating how any UASI funds retained by the state are directly supporting the <br />Urban Area. If the SAA intends to retain any UASI funds, the SAA must prepare an <br />investment that demonstrates how the retained funds will be used to directly support the <br />designated Urban Area in the state. This investment should be included in the <br />designated Urban Area's IJ. <br />Supplemental SHSP and UASI Guidance <br />Collaboration with Other Federal Preparedness Progranes <br />DHS/FEMA strongly encourages states, Urban Areas, and regions to understand other Federal <br />preparedness programs in their jurisdictions and to work with them in a collaborative manner to <br />leverage all available resources and avoid duplicative activities. For example, U. S. Department <br />of Health and Human Services (HHS) has two robust preparedness programs – CDC Public <br />Health Emergency Preparedness (PHEP) cooperative agreement program and ASPR's Hospital <br />Preparedness Program (HPP) cooperative agreement program – that focus on preparedness <br />capabilities. CDC's 15 public health preparedness capabilities and ASPR's eight healthcare <br />preparedness capabilities serve as operational components for many of the core capabilities, and <br />collaboration with the PHEP directors and HPP coordinators can build capacity around shared <br />interests and investments that fall in the scope of these HHS cooperative agreements and the <br />2015 HSGP. States and Urban Areas should coordinate among the entire scope of Federal <br />partners, national initiatives and grant programs to identify opportunities to leverage resources <br />when implementing their preparedness programs. These may include but are not limited to: <br />Medical Reserve Corps. Emergency Medical Services for Children grants; ASPR HPP; CDC <br />PHEP; CDC Cities Readiness Initiative; Strategic National Stockpile Programs; and EMS; and <br />DOJ grants, and the DOD 1033 Program.
