Coordination Requirements <br />All operational plans should be crafted in cooperation and coordination among Federal, state, <br />local, Tribal, and territorial partners. Consideration will be given to applications that are <br />coordinated across multiple jurisdictions. All applicants must coordinate with the USBP Sector <br />Headquarters with geographic responsibility for the applicant's location in developing and <br />submitting an Operations Order with an embedded budget to the SAA. <br />After awards are announced, prospective recipients will re -scope the draft Operations Order and <br />resubmit as a final Operations Order with an embedded budget, based on actual dollar amounts <br />awarded. Final Operations Orders will be approved by the appropriate Sector Headquarters and <br />forwarded to Headquarters, Office of Border Patrol, Washington, D.C., before funding is <br />released. <br />Recipients may not begin operations, obligate, or expend any funds until the final Operations <br />Order and embedded budget has been approved by FEMA GPD and USBP Headquarters and any <br />existing special conditions and/or restrictions are removed. <br />Management and Administration (M&A) <br />For information on how to determine M&A for OPSG awards, please review the GPD policy <br />Clari ceation for Allowable Management and Administration (M&A) Costs under the Operation <br />Stonegarden Grant Program, dated June 25, 2013. <br />Other Requirements <br />National Information Exchange Model (NIEM). DHS/FEMA requires all grantees to use the <br />latest NIEM specifications and guidelines regarding the use of Extensible Markup Language <br />(XML) when using HSGP funds to develop, procure, or implement homeland security <br />information exchanges, including systems and databases. Further information about NIEM <br />specifications and guidelines is available at http://www.niem.gov. <br />28 C.F.R. Part 23 Guidance. DHS/FEMA requires that any information technology system <br />funded or supported by these funds comply with 28 C.F.R.
