Appendix C - Funding Guidelines <br />Recipients must comply with all the requirements in 2 C.F.R. Part 200 (Uniform Administrative <br />Requirements, Cost Principles, and Audit Requirements for Federal Awards). <br />In general, recipients should consult with their Headquarters Program Analyst prior to malting <br />any investment that does not clearly meet the allowable expense criteria established by the <br />NOFO. Funding guidelines established within this section support the five mission areas— <br />Prevention, Protection, Mitigation, Response, and Recovery—and associated core capabilities <br />within the Goal. <br />Allowable investments made in support of the HSGP priorities as well as other capability - <br />enhancing projects must fall into the categories of planning, organization, exercises, training, or <br />equipment. <br />Continuity of Operations <br />FEMA is designated as the Department of Homeland Security's lead agency for managing the <br />nation's Continuity Program. To support this role, FEMA provides direction and guidance to <br />assist in developing capabilities for continuing the Federal and state, territorial, Tribal, and local <br />(STTL) government jurisdictions and private sector organizations' essential functions across a <br />broad spectrum of emergencies. <br />National Security Presidential Directive 51, National Security Presidential Directive 20, the <br />National Continuity Policy Implementation Plan (NCPIP), the Federal Continuity Directive <br />1(FCD 1), and Continuity Guidance Circular 1 (CGC 1), and CGC 2 outline the following <br />overarching continuity requirements for agencies and organizations and provide guidance, <br />methodology, and checklists.
