Anticipated Environmental Topics Included In the EIR <br />--Environmental Issue <br />Seeping <br />EIR Section? <br />Aesthetics <br />The character of the project site would change from a <br />Yes <br />2-story office building and parking areas, to a taller and <br />higher density 5-story multl-family residential <br />development. Because the project Is within an urban <br />and developed area of the City, the project would not <br />result In Impacts to scenic vistas; and would not result <br />in impacts related to light and glare with compliance <br />with the City's municipal code. However, due to the <br />change in character and increase in building height, <br />mass, and density that would result from the proposed <br />project, the EIR will include an evaluation of the visual <br />character or quality of the site and its surroundings. <br />This evaluation will include site plan and elevation <br />graphics provided by the applicant. <br />In addition, the increase In elevation of the built <br />structures on the project site could result in shade and <br />shadow impacts to the adjacent single-family <br />residences. The change in shade and shadows cast by <br />the proposed project onto adjacent shade -sensitive <br />land uses will be analyzed during the summer solstice <br />(June 22) for the hours between 9:00 a.m. and 5:00 <br />p.m., and during winter solstice (December 21) <br />between the hours of 9:00 a.m. to 3:00 p.m. It is <br />anticipated that the applicant's architect would provide <br />the graphics representing the shadow changes, which <br />would be developed from the architect's model of the <br />proposed structures. <br />Agriculture and Forestry <br />The project Is located on a developed parcel within an <br />No <br />urbanized area and no agriculture or forest uses are <br />within or near the project site. Therefore, the project <br />would not Impact agricultural or forestry resources. <br />AirQuallty <br />Construction and operation of the proposed project <br />Yes <br />would result in air quality emissions, which would <br />primarily result from vehicular trips to and from the <br />project site. The EIR will summarize the Air Quality <br />Technical Study; thus, providing a technical evaluation <br />of the project's emissions. Emissions that could exceed <br />regional thresholds of significance would be mitigated <br />to the extent feasible. Due to the volume of vehicular <br />trips that would be generated from the proposed project <br />air quality emissions could be significant. <br />Biological Resources <br />Given the highly developed nature of the project area, <br />No <br />the only biological resources anticipated to occur would <br />be raptors and migratory birds associated with the trees <br />within and adjacent to the project site. With this In mind, <br />It Is recommended that a project design feature be <br />included that requires tree removal activities to occur <br />outside of the breeding season. This would ensure <br />impacts are avoided, <br />Cultural Resources <br />Given the highly developed nature of the project area, <br />No <br />limited potential for cultural resources on the project <br />site exist. The project site was developed in 1980, and <br />no potentially historic structures exist on the project <br />site.
