ENTERPRISE <br />AUTOMATION <br />7.6.1 Programming specifications <br />Enterprise Automation <br />210 Goddard Irvine CA 92618 USA <br />Tel 949-709.6000 Fax 949.769-6005 <br />www,eaIntecirator.com <br />As referenced in the RFP, but not defined as a deliverable, it will be necessary for <br />EA to deliver programming specifications to the PLC programmer. The <br />programming specifications provide procedures detailing the use of the City's <br />Modicon PLC and Magelis standards, and a framework for the internal structure <br />of the PLC code. <br />This task, although considered by EA as additional scope, will take minimal effort <br />as we will leverage and update the programming standards which have been <br />developed for the Walnut Pump Station project. <br />This document will act as a set of additional mechanisms to provide and institute <br />further oversight of the City's contracted PLC programmers. IMsproposed scope <br />ss aududed La Fee Fropood] <br />7.6.2 'Training for PLC programmer <br />In the event that the PLC programmer has not used the City's programming <br />specifications before, it will be necessary for EA to provide the PLC programmer <br />with training on the purpose, interpretation, and use of the standards. EA believes <br />this to be an essential task to reduce the cost of later oversight and to reduce the <br />risk of schedule overruns. i1 * additional a&rtis cot included in Fee PhposaU <br />7.6,3 Development, testing, and commissioning oversight <br />The RFP requests that EA acts as the City's agent during testing and <br />commissioning of each site. As per the RFP, EA has provided an allowance of 20 <br />hours for the testing and commissioning support for each site. <br />There is significant risk in assuming that the PLC programmer will: <br />1. Utilize the Modicon PLC and Magelis standards as required <br />2. Accurately implement the functionality specified in the functional <br />specification <br />3. Understand the test methodology they are expected to follow <br />4. Thoroughly execute the provided testing procedures and document the <br />results <br />5. Arrive on site fully prepared for site commissioning <br />This may appear to be particularly cynical, however it is an experience that EA <br />encounters all too often, and the cost and toll it takes on our clients is inexcusable. <br />Indeed, earlier this year EA, was engaged by a local municipality for high level <br />design services, and our scope was quickly increased to provide extensive oversight <br />of two separate integrators failing to perform on two separate projects. <br />Client Cily of Same Ana Revision: t0.0 <br />Document Response to RFP 17.112 Date- 11/2112017 <br />Section: Scope of Services & Schedule Page Nurnber 20 of 31 <br />
