EXEMPT FROM FEES PURSUANT <br />TO GOVERNMENT CODE § 27383 <br />V. Standard 5: The Tuscan columns and plain beams <br />supporting the porch roof with patterned wooden slates and <br />gable vents, clipped gable roof with exposed rafter tails and <br />bargeboard, clapboard siding and wood windows and doors <br />will be retained and preserved with the exception of four <br />windows that will be replaced with doors and crawl space <br />vents. <br />vi. Standard 8: There are mitigation measures included to <br />protect and preserve the Melton House as a resource. The <br />applicant shall plan and execute the relocation in <br />accordance with John Obed Curtis, Moving Historic <br />Buildings and modern relocation practices. In addition, a <br />Historic Architect or other professional meeting the Secretary <br />of Interior Standards shall be retained to oversee the move. <br />vii. Standard 9: The new door and wood surrounds will be <br />differentiated from the old and will be compatible with the <br />historic materials, features, size, scale and proportion to <br />protect the integrity of the property and its environment. <br />viii. Standards 10: The new raised outdoor deck and wall will be <br />constructed independently from the Melton House. The deck <br />and wall will be 1 to 2 inches away to allow the siding to <br />breathe and if removed the integrity of the historic property <br />would be unimpaired. <br />2. Standards 6 and 7 are not applicable. There are no repairs needed <br />at this time to the structure. No chemical or physical treatments are <br />proposed. <br />Section 2. Mitigated Negative Declaration (Environmental Review No. 2017- <br />96) and a Mitigation Monitoring and Reporting Program was prepared with respect to <br />this project. The Historic Resources Commission has, as a result of its consideration of <br />the record as a whole and the evidence presented at the hearings on this matter, <br />determined that, as required pursuant to the California Environmental Quality Act <br />(CEQA) and the State CEQA Guidelines, Environmental Review No. 2017-96 meets all <br />the requirements of CEQA. <br />Section 3. The Historic Resources Commission of the City of Santa Ana after <br />conducting the public hearing hereby approves the Certificate of Appropriateness, as <br />conditioned in Exhibit B, attached hereto and incorporated herein, for Historic Exterior <br />Modification Application No. 2017-02. The Historic Resources Commission finds that <br />the proposed modification(s) does not substantially change the character and integrity <br />of the historic property. This decision is based upon the evidence submitted at the <br />above said hearing, which includes, but is not limited to: the Staff report and exhibits <br />attached thereto and the public testimony, written and oral, all of which are incorporated <br />herein by this reference. <br />Resolution No. 2018-02 <br />Page 3 of 6 <br />
