Police Department <br />www.santa-ana.org/pd <br />Item # 15 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />September 16, 2025 <br />TOPIC: Rotational Towing and Storage Services <br />AGENDA TITLE <br />Third Amendments for Rotational Towing and Storage Services for the Police <br />Department <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute the third amendment to the agreements with the <br />following rotational towing service contractors and amend the scope of services to allow <br />for the option and ability to store and release vehicles and/or contents in an area close <br />to, but outside of, the corporate City limits (Agreement Nos. A-2025-XXX): <br />• Standard Enterprises, Inc., dba To' N' Mo'; <br />• B&D Towing, Inc.; and <br />• MetroPro Road Services, Inc. <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />The Santa Ana Police Department routinely encounters the need to have vehicles <br />towed or stored for a variety of reasons and depends upon private sector partners <br />skilled in the area of towing operations to accomplish this objective. The City currently <br />contracts with four (4) tow companies to provide necessary towing services on a <br />rotational basis. Towing services may include, but are not limited to, towing vehicles <br />from public or private property at the direction of Police employees, owner's request for <br />a tow made via the Police Department, the storage of vehicles, the secure storage of <br />vehicles containing evidentiary value, debris clean-up and removal, recovery services, <br />and administrative oversight of vehicles in the custody of the contractor. <br />On August 17, 2021, the City Council approved agreements with four (4) tow companies <br />to provide towing and storage services upon selection from a Request for Proposal <br />(RFP) process. The original agreements covered an initial three-year term through <br />August 31, 2024. On May 1, 2023, the first amendment to the agreement was executed <br />to allow for a two percent increase of the towing rate as authorized under the <br />agreement. On August 6, 2024, the City Council approved the second amendment to <br />
