INSURANCE NOT ON FILE A-2025-136 <br /> WORK MAY NOT PROCEED <br /> CITY CLERK <br /> '''nor' OCT 03 1025 <br /> o:CMo (c9) <br />�astan Flores(02) <br /> AGREEMENT BETWEEN IMMIGRANT DEFENDERS LAW CENTER AND THE <br /> CITY OF SANTA ANA FOR IMMIGRATION LEGAL DEFENSE SERVICES <br /> THIS AGREEMENT is made and entered into this 19th day of August, 2025, by and between the <br /> City of Santa Ana, a charter city and municipal corporation organized and existing under the <br /> Constitution and laws of the state of California ("City") and Immigrant Defenders Law Center, a <br /> California non-profit corporation ("ImmDef"). <br /> RECITALS <br /> A. In 2017,the City entered into a Memorandum of Understanding("MOU")with the Vera <br /> Institute of Justice("Vera")regarding the City's participation in Vera project's the SAFE <br /> Cities Network("Safe Cities"). Safe Cities is a diverse group of local jurisdictions from <br /> around the country, convened by Vera, committed to due process and providing legal <br /> representation to immigrants facing deportation and keeping communities strong and <br /> safe. The MOU between City and Vera specified that, Vera would support City in <br /> establishing its publicly funded removal defense program. Initially, this program was <br /> funded through a catalyst grant of$100,000 from Vera and a$65,000 contribution from <br /> City. <br /> B. Since its inception in 2017, the City has contracted with ImmDef through its <br /> immigration defense fund to provide legal services, with the most recent agreement <br /> expiring January 31, 2025. <br /> C. City issued Request for Proposals (RFP) No. 24-137 on November 27, 2024, seeking <br /> qualified immigration legal defense providers. Out of 11 organizations notified by City, <br /> ImmDef submitted the only responsive proposal to provide these services, which is <br /> attached as Exhibit B. <br /> D. The City desires to enter into an agreement ImmDef for the provision of removal <br /> (deportation) defense services to Santa Ana residents facing deportation proceedings, <br /> including single mothers, father, homeless individuals, youth, older adults, and victims <br /> of domestic violence. ImmDef represents that it is able and willing to provide these services. <br /> NOW THEREFORE, in consideration of the mutual and respective promises, and subject to the <br /> terms and conditions hereinafter set forth, the parties agree as follows: <br /> 1. SCOPE OF SERVICES <br /> ImmDef shall perform during the term of this Agreement,the tasks, obligations, and duties <br /> set forth in Exhibit A — Scope of Services, attached hereto and incorporated herein, and the <br /> program described in Exhibit B—Proposal. <br />
